A police officer attached to the Counter Terrorism Directorate and assigned as a bodyguard to Speaker of Parliament Anita Among has been charged with attempted murder following the shooting of a woman outside the Speaker’s residence in Nakasero, Kampala.
Corporal Humphrey Muhanguzi, 38, appeared before the Law Development Centre Court and pleaded not guilty to the charge.
Court records identify him as a Counter Terrorism officer attached to the Speaker’s security detail and a resident of Naguru Police Barracks in Nakawa Division.
According to the charge sheet registered under Wandegeya Police CRB 198/2026, Muhanguzi is accused of attempting to cause the death of Annet Kemirembe on April 30, 2026, at Kafu Road in Nakasero, Kampala District.
The offence was filed under attempted murder contrary to Section 187 of the Penal Code Act Cap 128.
Muhanguzi was remanded until May 18, when court is expected to rule on his bail application.
He appeared in court without a private lawyer and was represented by an advocate from the Law Development Centre’s Legal Aid Project.
The shooting, which reportedly occurred outside Speaker Among’s residence last week, attracted widespread public attention after reports emerged that the victim had sustained life changing injuries.
Family sources say Kemirembe remains hospitalized in serious condition. A source close to the family, who preferred anonymity because they are not authorized to speak publicly on the matter, said doctors on Thursday removed another bullet from her left hand, raising suspicions that she may have been shot more than once.
The source further revealed that several bones in her right hand were shattered during the incident, and doctors fear the injuries could leave her with permanent disabilities.
Authorities have not yet publicly explained the circumstances surrounding the shooting or what may have triggered the incident outside the Speaker’s residence.
