As the New Year’s Eve celebrations approach, the Uganda Police Force has precisely planned and cleared over 1900 designated sites across the country for the safe display and discharge of fireworks.
In an official statement, Police spokesperson Fred Enanga stressed the importance of adhering to the designated locations, ensuring a secure and enjoyable celebration for the public.
The distribution of approved fireworks display sites varies across different policing areas, with the Kampala Metropolitan East region leading with 298 sites, followed by Kampala North and South with 290 and 280 sites, respectively.
However, some regions, such as Mt Moroto, Bukedi, and Rwenzori, have significantly fewer cleared sites, with only five, six, and eleven, respectively.
Enanga, during a press conference held at the Police headquarters in Naguru on December 27, 2023, highlighted the critical role of territorial commanders in monitoring the compliance of organisers with the approved guidelines.
He specifically cautioned against setting off fireworks outside permitted times, citing potential dangers to the public.
Territorial commanders have been assigned the responsibility of overseeing the events, and working closely with contractors to review, assess, and approve discharge sites.
They are also instructed to provide supervision and guidance, with the authority to terminate or suspend displays in case of adverse weather conditions or any other safety concerns.
To enhance safety measures, Enanga outlined specific requirements for fireworks contractors, including on-site assessments and the provision of at least five properly tagged and functioning fire extinguishers.
The spokesperson further stated the importance of employing methods that interrupt firing in the event of unforeseen danger.
Furthermore, Enanga imposed strict regulations for the vicinity of fireworks displays. No spectators or parking areas for spectators are allowed within the display area.
Smoking, matches, and lighters are prohibited within 50 feet of the display sites. Additionally, individuals under the influence of alcohol, narcotics, or any medication that could impair judgment are not permitted near the fireworks display.
Organisers of the approved fireworks displays are mandated to inform their local communities through the media and local councils, fostering awareness and cooperation among residents.
This comprehensive approach aims to ensure a safe, enjoyable, and incident-free New Year’s celebration for the public while maintaining a balance between festive spirit and public safety.
