-Ring Leaders To Enter New Year 2024 In Kauga Prison

Residents of Kituba village in Canan Sites Estate in Nama sub-county, Mukono District, find themselves in disbelief after the arrest and subsequent remand of fellow community members protesting the blockage of a crucial community road.
The remanded individuals, namely Sebastian Oburu, William Kiyingi, and George Kayondo, are set to begin the new year 2024 at Kauga Prison. This follows the harsh decision of Mukono Grade I Magistrate, Moses Otim, who accused them of retaliatory actions.
The charges against the trio stem from an incident on December 22, where they allegedly vandalised signposts and other properties belonging to Adecee Junior School. The school director- Hudson Asiimwe is an official attached to the Ministry of Gender, Labour and Social Development.
The protest unfolded after Cissy Asiimwe, the school administrator and wife to Hudson, ordered the closure of the community road without notifying community members. The act, however, impacted residents leaving some without alternative routes to access their homes and shops.
In a charged response, the infuriated residents also closed a section of the road passing through their plots of land, which also leading to the main gate of the school.
In a tit-for-tat reaction, they demanded that Assimwe and his wife reopen the community road for smooth traffic flow. This, in turn, would allow the school access through their plots, as has been the case in the past.
However, the school director, along with his wife, deployed private guards to arrest residents attempting to fence their plots since it will block access to the school gate.
Upon receiving a community alarm, the school arrested and took the residents to Nama police station. However, before recording statements, the police swiftly brought them to court, causing their prompt remand.
The suspects, Sebastian Oburu, William Kiyingi, and George Kayondo, pleaded not guilty to charges of malicious damage and theft of school properties during their court appearance.
Magistrate Otim remanded them to Kauga prison until January 3, 2024, when they are scheduled to appear before the court for further mention of their case and to determine their eligibility for court bail.
The situation has left numerous residents perplexed, questioning the perceived impunity exhibited by the directors of Adecee Junior School. “Accusing law-abiding citizens of stealing school properties from an area protected by armed officers is unfounded,” furious residents said.
Falsified charges
The residents, frustrated and determined, have adamantly demanded the immediate reopening of the road and the release of their fellow community members who are currently remanded of falsified charges.
Their call for action indicates a stern warning, suggesting that failure to address their grievances promptly could lead to widespread disruption and chaos.
The sense of urgency in their demand reflects the gravity of the situation, as they stress the significance of restoring normalcy to the community by allowing access to the vital road and securing the release of those in custody.
The potential for havoc, as implied by the residents, indicates the escalating tensions and the need for a swift resolution to prevent further unrest within the community.
Still, local leaders say there is no evidence that the suspects destroyed the signpost, and their actions appear to be a response to preserving a road that has been in existence for over 10 years.
Insight Post Uganda has learned that the school is under the protection of armed security officers from both the army and private security companies.
However, the incident has sparked concern within the community regarding the balance between individual rights and community access, with tensions likely to persist until the court’s resolution of the matter on January 3, 2024.
What Blocking Means To The Community?
Blocking the road limits or entirely restricts the community’s ability to use a particular route, which could be a vital passage for daily activities, transportation, and accessing essential services.
Depending on the layout of the community and available alternative routes, blocking a road may lead to isolation of certain areas within the community. Residents in those areas may find it more difficult to interact with other parts of the community.
The residents may face inconvenience and disruptions in their daily lives, especially if the blocked road was a commonly used route. This may result in longer travel times, increased commuting difficulties, and challenges in reaching workplaces or schools.
In addition, road blockages can lead to tension and strained relationships among community members, especially if the blockade is seen as a deliberate action to inconvenience others or as a response to a dispute.
Still, businesses operating within the affected community may suffer from decreased customer traffic, delivery challenges, and increased operational costs. This can have a negative economic impact on the community as a whole.
According to some residents, the blockage of the community road interferes emergency services, such as fire trucks, ambulances, and law enforcement, may face challenges in reaching certain areas promptly, potentially jeopardising the safety of residents in case of emergencies.
Social Disruption: Community events, gatherings, and social interactions may be hampered or disrupted if the blocked road is a common venue or passage for such activities.
Police, Army Used To Block Community Road
The presence of police and army protection for school directors can be interpreted in various ways, and whether it is perceived as “wrong” may depend on the context and the actions involved.
According to Insight Post Analysis desk, if the police and army protection is being used to shield school directors from legal consequences for actions that are unlawful or unjust, it could be seen as an abuse of power. This might erode public trust in law enforcement and the military.
