President Yoweri Museveni has reaffirmed the government’s commitment to enforcing regulations on trade and environmental conservation, warning political leaders against encouraging actions that undermine public order and the protection of natural resources.

Speaking during the presentation of the 2026/27 national budget at Kololo Ceremonial Grounds on Thursday, Museveni argued that every public facility and natural ecosystem has a specific purpose that should be respected for society to function effectively.

Drawing comparisons with the human body, the President said roads, markets, wetlands, and forests each serve distinct roles and should not be misused. He stressed that maintaining order in urban centers and safeguarding the environment are essential for sustainable development.

Museveni’s remarks come amid continued debate over the implementation of the Trade Order, a government directive aimed at removing vendors and informal traders from roadsides, pavements, and other public spaces in major towns and cities. The policy faced strong resistance from some sections of the public who argued that it threatened the livelihoods of many low-income earners.

Following criticism and appeals from political leaders, the government temporarily halted enforcement to allow consultations. However, authorities later resumed the exercise, insisting that traders relocate to designated markets and approved business premises.

Addressing concerns surrounding the policy, Museveni maintained that roads are meant for transportation while sidewalks are intended for pedestrians, arguing that commercial activities should be conducted in established marketplaces.

He accused some politicians of exploiting the issue for political gain by encouraging traders to disregard regulations.

The President said leadership should focus on guiding citizens toward lawful economic activities instead of promoting actions that create disorder in towns and cities.

Museveni also used the occasion to defend ongoing efforts to protect wetlands and forests from human encroachment. He argued that these ecosystems play a critical role in preserving water resources, regulating the climate, and supporting livelihoods.

According to the President, wetlands should not be converted into farmland or settlement areas, warning that continued degradation could have severe environmental consequences.

He specifically criticized the cultivation of rice in wetlands, claiming that some foreign investors had influenced local communities to engage in practices that threaten fragile ecosystems.

The President further linked environmental destruction to emerging public health risks, suggesting that increased human activity in forests and wildlife habitats could contribute to the spread of diseases.

Museveni also condemned the destruction of Bugoma Forest, describing those involved in its degradation as individuals acting against the country’s long-term interests.

His remarks reinforce the government’s broader campaign to restore order in urban areas and strengthen environmental protection measures, initiatives that continue to attract both support and criticism because of their impact on livelihoods and economic activities.
