CAO Arrested As IGG Seizes District Bulldozer Over Alleged Private Hire

The Inspector General of Government (IGG) has impounded a Kibaale District bulldozer valued at about Shs600 million and arrested the Chief Administrative Officer (CAO), John Katotoroma, over allegations of misuse of government property.

The bulldozer, registration number LG 0028-19, was seized during a spot-check operation conducted by officers from the IGG Hoima Regional Office in collaboration with Hoima Central Police Station. It is currently being held at Kibaale Central Police Station as investigations continue.

According to the IGG, preliminary findings indicate that the heavy equipment was allegedly being hired out to Karukana Enterprises Ltd for private benefit, contrary to regulations governing the management and utilisation of government assets.

The anti-corruption agency said the alleged arrangement involved Katotoroma and the District Engineer, Chrizestom Bagire, who are accused of facilitating the irregular use of the district machinery.

Katotoroma was arrested and detained at Kibaale Central Police Station, where he recorded a statement before being released on police bond.

The IGG said investigations are being conducted under allegations of misuse of government property contrary to Section 9(5) of the Anti-Corruption Act, Cap. 116.

The District Engineer, Bagire, has not been arrested but has been invited by the IGG Hoima Regional Office to assist with the ongoing investigations.

The IGG has said the operation is part of its wider efforts to protect public resources and ensure that government assets are used strictly for their intended purposes.

“The IGG remains committed to safeguarding public assets, combating corruption and ensuring that government resources are managed lawfully, transparently and solely for the benefit of citizens,” the agency said.

The impounding of the bulldozer comes amid increased scrutiny over the management of local government equipment, with authorities warning officials against using public assets for private commercial activitie
