In a nation where corruption threatens its fundamental structure, there are unsung heroes who rise above the bar of chaos, exemplifying unwavering integrity in their service to the people.
These exceptional individuals are about to be honoured at the highly anticipated National Citizens Integrity Awards, a prestigious event that recognizes and celebrates civil servants who have become beacons of hope in the fight against corruption.
On the 11th of July 2023, Africa Anti-Corruption Day, Action Aid International-Uganda, in partnership with esteemed organisations including the Anti-Corruption Coalition Uganda, Transparency International Uganda, Uganda Debt Network, Inspectorate of Government, Directorate of Ethics and Integrity, regional partners, and the media, will host this momentous event.
The selection process for the Awards has always been meticulous and thorough, ensuring that only the most deserving individuals are recognized for their outstanding contributions.
The responsibility of conducting the nomination process in the Central Region has been bestowed upon the Community Transformation Foundation Network – COTFONE with the vetting committee diligently reviewing nominations from across the nation.
According to the organisers, the process is targeting distinguished men and women in public office who have worked for not less than five years.
They should be currently in or in the recent past served in public office in local or central government (Ministry, Department, or Agency),” he noted.
The awards will feature four distinct categories, each highlighting different aspects of integrity. These categories include Frontline Service Providers (Service Obligation), Management Obligation, Political Obligation, and Best Performing Local Government.
However, each nominee has to be thoroughly scrutinized against stringent criteria, including specific acts of integrity, consistency and sustainability in their actions, and their influence on society, according to Richard Okuku, National Projects Coordinator ActionAid International Uganda.
The nominees, he says, have to be symbols of hope, representing the tireless efforts of civil servants who have gone above and beyond their call of duty to serve the public with unwavering honesty, dedication, and fairness.
By recognising and honouring those who have demonstrated exceptional integrity, these organisations aim to inspire a culture of transparency, accountability, and honesty that will resonate throughout Uganda and beyond.
Transparency
In the quest to safeguard the integrity of the awards, strict measures have been put in place to ensure transparency and fairness. To prevent any potential conflicts of interest, individuals associated with the organizing partners, Okuku explains that they exclude staff, board members, and associates of Partner-institutions organizing these awards from participating in them.
Similarly, individuals who self-nominate or have questionable integrity are disqualified. These measures underscore the commitment to upholding the highest standards of fairness and impartiality throughout the selection process.
The awards first came up in the early 2000s when ActionAid International Uganda and its partners introduced citizen audits. The primary objective of these awards was to prioritize citizens’ active involvement in combating corruption by utilizing the gathered information to identify and expose public officers engaged in corrupt practices.
By placing citizens at the forefront, the awards aimed to raise awareness, hold individuals accountable and foster a more transparent and accountable society.
Beyond Integrity
Beyond individual acts of integrity, the impact of these nominated civil servants resonates throughout society. Their influence extends far beyond their workplaces or immediate communities, according to Florence Nakandi from COTFONE.
Their acts, she says, usually become active contributors to civic, economic, and social organisations, dedicating their time, talent, and resources to uplift society at large. “It is such individuals who have embraced their roles as true citizens, embodying the spirit of selflessness and service.
Their contributions have not gone unnoticed, as they have earned the respect and admiration of their peers and the deep gratitude of the communities they serve, which is why they deserve special recognition,” she states.
Corruption Evils
Corruption, in its various forms, has far-reaching effects on society and service delivery in different sectors, as Nakandi highlights, noting that it undermines economic growth and development by diverting funds meant for public services and infrastructure projects, distorting market mechanisms, and discouraging foreign investment.
This creates an environment of uncertainty and unfair competition, ultimately hampering economic progress and exacerbating income inequality.
In the healthcare sector, she adds, corruption directly affects the quality and accessibility of healthcare services by encouraging misallocation of resources, shortages of medical supplies, and inadequate staffing.
Still, she explains, it leads to the falsification of records, bribery to access medical treatment, and the promotion of substandard pharmaceutical products, all of which compromise patient safety and well-being.
Additionally, corruption jeopardises the future of nations by undermining the education sector, compromising infrastructure development, eroding public trust in the judicial system, distorting public procurement, undermining democratic processes, and causing environmental degradation.
Unqualified individuals gain positions in education, leading to poor-quality infrastructure and limited access to justice. Public funds are diverted, political representation is distorted, and illegal activities with ecological consequences are fostered.
Efforts to promote transparency, accountability, and ethical practices are crucial for ensuring equitable service delivery and sustainable development.
The National Citizens Integrity Awards aim to recognize and honour civil servants who have demonstrated exceptional integrity, serving as symbols of hope and inspiring a culture of transparency and honesty.
Past Winners
Past winners, such as Florence Adoki and Dr. Joseph Epodoi, have exemplified unwavering dedication to their professions and made significant contributions to society.
However, as the awards ceremony approaches, anticipation builds, and the nation eagerly await the celebration of these unsung heroes who have risen above the chaos of corruption, exemplifying the values that Uganda strives to uphold.
