Access to a previously published article by Rwandan newspaper The New Times that described Prof. Lawrence Muganga as a Rwandan national has reportedly been restricted or is no longer publicly available, following renewed public debate over his nationality after his recent appointment to Uganda’s Cabinet.
The 2013 article, which has since circulated widely in screenshots and online references, stated that “a Rwandan national, currently living and working in Canada, Lawrence Muganga, was recently recognised by Alberta, a provincial government in Canada, for initiating and successfully managing a crime prevention project.” It also featured a photograph of Muganga receiving recognition for his work in Canada.
The publication by The New Times is now at the centre of renewed scrutiny, coming at a time when questions have resurfaced about Prof. Muganga’s nationality, with some reports suggesting he may hold Ugandan-Canadian dual citizenship.

The debate has intensified in the wake of his appointment by President Yoweri Museveni to a ministerial position in government.
Under Uganda’s constitutional and legal framework, eligibility for appointment to cabinet positions generally requires one to be a citizen of Uganda, a factor that has placed additional attention on the ongoing discussion.
However, no official public clarification has yet been issued confirming or denying the specific citizenship status under dispute.
The matter now rests with Parliament of Uganda, which is expected to review and vet ministerial appointments in accordance with established procedures.
Lawmakers are tasked with interpreting the legal provisions governing citizenship, eligibility, and public office appointments before any final approval is granted.
