Babalanda Rallies Buyende Leaders to Strengthen Service Delivery, Safeguard PDM Funds

 The Minister for the Presidency and Woman Member of Parliament for Budiope West, Hon. Milly Babirye Babalanda, has challenged political and technical leaders in Buyende District to strengthen accountability, teamwork and transparency in implementing government programmes, warning that poor supervision and corruption threaten efforts to improve household incomes.

The Minister made the remarks during a meeting with Buyende District leaders held to assess the performance of key government interventions, particularly the Parish Development Model (PDM), alongside the delivery of other essential social services.

The engagement formed part of the government’s continued efforts to ensure that public programmes are delivering tangible benefits to citizens and that district leaders remain accountable for the resources entrusted to them.

Addressing the meeting, Babalanda conveyed greetings from President Yoweri Kaguta Museveni, the First Lady and Minister of Education and Sports, Janet Kataha Museveni, as well as the entire Office of the President. She also expressed gratitude to leaders and residents who prayed for her reappointment as Minister for the Presidency.

She urged district leaders to work collectively in delivering quality public services, stressing that unity of purpose is essential for the success of government programmes.

“I appeal to you all to promote teamwork, desist from corruption and ensure that the wanainchi benefit from the wealth creation programmes where the government is investing significant resources,” Babalanda said.

The Minister reminded leaders of President Museveni’s declaration that the current term of office is a “kisanja no sleep,” describing it as a call for public officials to intensify their efforts and eliminate complacency in service delivery.

She explained that the President’s message signifies a period of uncompromising action against corruption, misuse of public funds and poor performance.

“There is no more sleep, no more corruption, no more diversion of public resources and no more tolerance for non-performers who seek leadership positions for personal interests instead of serving the people,” she said while quoting the President.

Babalanda particularly emphasized the need for close monitoring of the Parish Development Model, saying district leaders have a responsibility to ensure that funds allocated under the programme reach the intended beneficiaries at parish and household level.

The Parish Development Model remains one of the government’s flagship poverty alleviation programmes, designed to move households from subsistence production into the money economy through direct financing of organised beneficiaries at parish level.

She noted that effective supervision, transparency and regular follow-up are critical to ensuring that the programme achieves its intended objective of increasing household incomes and reducing poverty.

“As leaders of Buyende District, let us work together as one team to deliver quality services to the people and ensure that every government programme transforms the lives of our communities,” she said.

Beyond the Parish Development Model, the Minister called for improved management of other public services, urging both elected and appointed leaders to remain disciplined, accountable and responsive to the needs of wananchi.

District leaders welcomed the Minister’s guidance and reaffirmed their commitment to strengthening supervision of government programmes, enhancing transparency and improving coordination among departments.

They pledged to align their work with the National Resistance Movement manifesto and the President’s directive for accelerated implementation of government programmes aimed at improving livelihoods across the country.

The meeting underscored the government’s renewed emphasis on performance, accountability and effective utilisation of public resources as Uganda continues implementing programmes intended to drive socio-economic transformation at the grassroots.
