PROMOTED: Museveni Appoints Kasolo Acting Foreign Affairs Minister

President Yoweri Kaguta Museveni has appointed Hon. Haruna Kyeyune Kasolo, Minister of State for Foreign Affairs, as Acting Minister of Foreign Affairs, pending the appointment of a substantive minister.

According to an official communication issued from State House, Kampala, dated June 22, 2026, the appointment was made in exercise of the President’s constitutional powers under Article 99(1) of the Constitution.

“In exercise of the powers vested in the President by Article 99(1) of the Constitution, I hereby appoint you as Acting Minister of Foreign Affairs in the absence of a substantive Minister,” the letter signed by President Museveni reads.

The directive, copied to the Vice President, the Prime Minister, the Head of Public Service and Secretary to Cabinet, and the Permanent Secretary in the Ministry of Foreign Affairs, takes immediate effect.

The Ministry of Foreign Affairs had earlier been assigned to Amb. Adonia Ayebare in a ministerial line-up that was pending formalisation. However, his swearing-in, alongside several other nominees, was halted due to unresolved issues relating to dual citizenship.

Others affected include Lawrence Muganga, the designated Minister of State for Internal Affairs; David Calvin Echodu, designated Minister of State for International Affairs; and Shartsi Kutesa Musherure, designated Minister of State for Microfinance. Their appointments have been delayed pending confirmation of their eligibility.

Deputy Speaker of Parliament Thomas Tayebwa recently told journalists that the Appointments Committee identified citizenship-related concerns affecting four nominees during the vetting process.

He noted that three of the affected individuals had already begun the process of renouncing their foreign citizenship in order to comply with constitutional requirements.
