KAMPALA, UGANDA – Chief Magistrate Ronald Kayiizi of the Buganda Road Court has granted bail to Noah Mitala, popularly known as Noah Mutwe, after spending 60 days on remand.

Mutwe, a personal bodyguard to National Unity Platform (NUP) president Robert Kyagulanyi, alias Bobi Wine, faces charges of inciting violence and disseminating hate speech targeting members of the First Family, including President Yoweri Museveni and his son, Gen. Muhoozi Kainerugaba.

On Wednesday, the court released Mutwe on a cash bail of UGX 5 million. His sureties were bonded UGX 50 million each, not in cash, to guarantee his appearance in future proceedings. The court also barred him from leaving the country without prior authorisation.

Mutwe is jointly charged with Detective Assistant Superintendent of Police (D/ASP) Charles Twiine under the Computer Misuse Act. Prosecutors allege that the two exchanged electronic messages inciting violence, including calls for the assassination of President Museveni and Gen. Kainerugaba using pavers.

Twiine was granted bail last month.

The prosecution further accuses Twiine of sharing messages via computer networks between January 2024 and May 2025, branding Speaker of Parliament Anita Among as “a rotten human being” and the “chief sponsor of killings and violence in Bukedea District.” The messages, according to authorities, were intended to incite hostility against her.

Additionally, Twiine is accused of disseminating content labelling Deputy Speaker Thomas Tayebwa as “a money launderer, masquerader and fraudster,” content allegedly meant to ridicule or degrade him.

Further accusations include referring to Gen. Muhoozi Kainerugaba as “a fat pig and a crook,” and branding Gen. James Birungi as “a crook and a killer.” Twiine also allegedly made tribal attacks, claiming the Bahima are “killers”—a statement deemed likely to promote tribal hostility.

Both Mitala and Twiine have pleaded not guilty and maintain their innocence.

Meanwhile, NUP Secretary General David Lewis Rubongoya criticized the court’s decision to set Mutwe’s bail at UGX 5 million, calling it “excessively high” for a party member.
