A Uganda People’s Defence Forces (UPDF) Brigadier General in Bududa District is under investigation over allegations that he assaulted two police officers at Bulukyeke Police Station after accusing them of delaying investigations into a case involving his relatives.

According to Police Crime Book reference CRB 111/2026 registered at Bulukyeke Police Station, the senior military officer is being investigated for assaulting police officers on duty, threatening violence and theft following an incident that allegedly occurred at the station at around 7:40pm on June 23, 2026.

Sources familiar with the investigations said the Brigadier General arrived at the station accompanied by his bodyguards and ordered Detective Corporal David Olar to appear before him.

“The General instructed his bodyguard to summon Detective Corporal David Olar while he stood outside the station carrying a long stick,” a source said.

According to the source, when the officer approached and saluted him, the General allegedly grabbed him by the collar, threw him to the ground and cocked his pistol.

“He angrily questioned why his relatives’ complaints were not being handled satisfactorily whenever they reported cases at the station,” the source added.

The officer is further accused of ordering Detective Corporal Olar to lie on the ground and subjecting him to “frogging” as punishment.

During the incident, a police Crime Intelligence officer, Detective Constable Rebecca Nakami, reportedly used her mobile phone to record what was happening. However, the General allegedly confiscated the phone, slapped her and forced her to delete the footage.

“DC Nakami became concerned and started recording the incident. The General grabbed her phone, slapped her and ordered her to delete whatever she had captured. He retained the phone and has not returned it,” another source alleged.

The incident was reportedly witnessed by civilians who had visited the station to follow up on their own cases.

Detective Corporal Olar sustained injuries to his knees and was taken for medical examination. A medical report has since been added to the case file as evidence. Detective Constable Nakami is yet to recover her mobile phone.

Elgon Region Police spokesperson, Senior Superintendent of Police Rogers Taitika, confirmed the incident, saying police officers attached to a station in Bududa District had allegedly been assaulted by a UPDF General.

“It is true. We are investigating the matter,” SSP Taitika said on Thursday.

He added that the investigations are being conducted jointly by the Police and the UPDF.

Preliminary information indicates that the General’s actions may have been triggered by complaints from a relative who was involved in a road accident several weeks ago. Sources close to the matter claim the relative had repeatedly visited the station seeking progress on the case but was dissatisfied with the pace of investigations.

Police sources further alleged that the Brigadier General has previously been accused of assaulting police officers, although no disciplinary action has reportedly been taken against him. Investigators are yet to summon the officer to record a statement.

The Bududa incident is the latest in a series of confrontations involving soldiers and police officers at police stations.

In June 2025, about 20 soldiers travelling in four Toyota vans, commonly known as “drones”, reportedly stormed Wakiso Police Division, surrounded the District Police Commander and her personnel assistant, and fired several shots into the air.

The soldiers, attached to the Presidential Task Force on Land Matters and the Environment, accused the police commander of mishandling a land dispute involving them.

A month earlier, soldiers raided Lubowa Police Station, allegedly assaulted police officers, including the Officer in Charge, as well as civilians, and robbed them of money, mobile phones and government property. The soldiers had earlier handed over eight suspects to police, who declined to detain them.

Police later opened cases of attempted murder and aggravated robbery against the soldiers involved in the Lubowa incident. Investigations into both cases are still ongoing.
