MUKONO — The Deputy Resident District Commissioner (DRDC) of Kassanda District, Mike Ssegawa, has handed over copies of The LC1 Chairman’s Handbook to Ntawo Ward Municipal Councillor James Kaddu to aid the administrative capacity building of local village leaders across the ward.
The brief handover event took place at the weekend in Mukono, where Councillor Kaddu received the publication intended for distribution to the chairpersons of all nine constituent villages in Ntawo Ward. The villages include Ntawo, Nakabago, Nsambwe A, Nasuuti, Industrial Area, Mulago, Butebe, Lower Kauga, and DFI.
Speaking during the handover, Councillor Kaddu commended the initiative, noting that the publication addresses critical knowledge gaps among local council leadership, particularly for newly elected or inducted officials.
“This book comes in handy when new Local Council leaders need induction but cannot learn everything in a single day,” Kaddu said. “The content equips LC chairpersons with practical knowledge on running day-to-day village affairs lawfully and in strict accordance with existing laws and regulations.”
Councillor Kaddu underscored the relevance of the handbook to local governance and requested further distribution to empower a broader spectrum of grassroots leaders.
“This book is vital for the capacity development of my LCs. I kindly request you to give out more books to other LC leaders across the municipality,” Kaddu added. “Thank you so much for honoring our Ntawo ward as part of your team for future success.”
The LC1 Chairman’s Handbook, authored by Ssegawa, is an operational and governance manual designed to serve as a reference guide for Local Council One chairpersons. The publication focuses on village-level administration, dispute resolution, legal boundaries, and strategies for grassroots community development.
