Officials Push for Stronger Implementation as State House Launches New Service Delivery Framework

The government has called on State House staff to strengthen implementation, accountability and service delivery following the launch of the institution’s Strategic Development Plan, Client Charter and Service Delivery Standards.

The three documents were launched on Wednesday at Sheraton Kampala Hotel by the Minister of State for Economic Monitoring, Santa Sandra Alum Ogwang, who represented the Minister for the Presidency, Milly Babirye Babalanda.

Babalanda Urges Bugweri Residents To Embrace Government Wealth Creation Programmes

Speaking on behalf of the Presidency, Ogwang commended State House staff for their dedication and professionalism in supporting the institution, including their role in the successful conclusion of the recently held General Elections. She said State House now carries an even greater responsibility as government moves to implement commitments under the 2026–2031 National Resistance Movement (NRM) Manifesto and the Fourth National Development Plan (NDP IV).

“Our national commitment is to achieve higher household incomes, full monetization of the economy and employment for sustainable socio-economic transformation,” she said.

Ogwang reminded public servants of President Yoweri Museveni’s directive that the new term would be characterised by “no more sleep and no more corruption,” urging all government workers to embrace hard work, integrity and accountability. She also highlighted Uganda’s Tenfold Growth Strategy, which seeks to expand the economy from about USD 50 billion to USD 500 billion by 2040, noting that achieving this target will require efficiency and commitment across all government institutions.

According to Ogwang, State House plays a central role in providing technical, logistical and administrative support to the Presidency. She said the newly launched Strategic Development Plan translates the President’s vision and national aspirations into practical actions, and urged staff to ensure the documents are actively implemented rather than left on shelves.

She further called for stronger monitoring and evaluation systems to enhance excellence, transparency and citizen-centred service delivery in support of national transformation.

The State House Comptroller, Jane Barekye, described the launch as the result of a wide consultative process aimed at strengthening the institution’s capacity to support the President and Vice President in fulfilling their constitutional duties.

She said the Strategic Development Plan provides a framework for institutional planning, resource allocation, performance management and organisational growth, while the Client Charter and Service Delivery Standards are designed to enhance accountability, transparency and continuous improvement in service delivery.

Barekye urged staff and managers to translate the commitments in the documents into measurable results, saying success would ultimately be determined by effective implementation.

The Head of Human Resource Management at State House, Benon Twinobusingye, described the launch as a key milestone that provides a clear roadmap for achieving institutional objectives and strengthening support to the Presidency.

Representing the Permanent Secretary of the Ministry of Public Service, Acting Commissioner for Public Service Inspection Fred Ojok commended the collaboration between State House, the Ministry of Public Service and the National Planning Authority in developing the documents.

He emphasised that sustained implementation and continuous performance measurement would determine the success of the new framework, urging staff to adopt it as a tool for improving efficiency, accountability and service delivery.

The Strategic Development Plan, Client Charter and Service Delivery Standards are expected to strengthen institutional planning, improve service delivery, enhance accountability and align State House operations with national development priorities.
