Police have summoned Ronald Mutegeki, the former Kabale District Chief Administrative Officer (CAO), to answer questions over the alleged disappearance of 102 cows procured under a Shs1.481 billion Green Climate Fund (GCF) project.

According to a criminal summons dated August 12, 2026, Mutegeki, who is currently the CAO of Luuka District, has been directed to report to Kabale Police Station on August 17 at 10 a.m. to record a statement.

The summons was issued by Assistant Superintendent of Police Nelson Tumwiine on behalf of the Officer in Charge of the Criminal Investigations Department at Kabale Police Station.

In a separate letter dated August 11, the Kabale CID asked Ben Kumumanya, the Permanent Secretary in the Ministry of Local Government, to ensure that Mutegeki presents himself to investigators on the scheduled date.

Investigators allege that Mutegeki and other Kabale District officials worked with officials of Kangwa Godwin Limited to falsify records showing that all 399 Friesian cows purchased under the project had been delivered.

However, police investigations reportedly established that only 297 cows were delivered, leaving 102 cows unaccounted for.

Those named in the investigation include Elly Niwagaba, the District Inventory Officer; Beda Mwebesa, the District Production and Marketing Officer; Denis Naviri, the District Internal Auditor, who is reportedly on the run; and Dr Masembe Kamaradi, the Principal Assistant Inspector responsible for districts at the Ministry of Local Government.

Godwin Kangwa and Shallon Ashabaheebwa of Kangwa Godwin Limited are also implicated in the investigation.

Kabale Resident District Commissioner retired Maj Godfrey Katamba confirmed Wednesday evening that Mutegeki had been summoned.

Katamba said investigators want Mutegeki to explain his alleged role in approving documents indicating that the full consignment had been received despite the reported shortage.

Mutegeki could not be reached for comment by press time, as his telephone numbers were switched off.

The investigation comes months after Mutegeki’s tenure in Kabale was overshadowed by a public dispute with then District LC5 Chairperson Nelson Nshangabasheija.

On November 27, 2025, Nshangabasheija mobilised residents who marched to the district headquarters carrying placards calling for Mutegeki’s removal. The group later reportedly padlocked the CAO’s office.

Nshangabasheija accused Mutegeki of absenteeism, intimidation of civil servants, political interference and corruption. He further alleged that Mutegeki held District Executive Committee meetings without involving the LC5 chairperson’s office, frustrated the approval of a new District Contracts Committee, attempted to lease district land in Kigongi along the Kabale-Mbarara Highway, where a remand home had previously stood, and occupied a district house unlawfully.

Mutegeki rejected the allegations.

The dispute was later brought under control following a December 1, 2025 meeting involving district officials, security personnel and representatives of the Ministry of Local Government. The meeting, chaired by Maj Katamba, lasted from 10 a.m. to 5 p.m., with both Mutegeki and Nshangabasheija given an opportunity to present their grievances.

Katamba said the parties were advised to reconcile, respect each other and work together, a resolution they reportedly accepted.

The allegations surrounding the GCF cow procurement project remain under investigation. Mutegeki has not been charged before court, and the summons is intended to facilitate further police inquiries.
