Every political generation eventually confronts a question it cannot postpone: How does a nation preserve what has been built while preparing for what comes next?

For Uganda, that question has acquired new significance following the endorsement of Gen. Muhoozi Kainerugaba for the 2031 presidency. The endorsement in itself presents an opportunity to evaluate the readiness of Ugandans for a new phase of leadership shaped by the aspirations of a changing nation.

In the foregoing, therefore, the series of unfolding political events need not suggest a rupture with the past, but can instead represent the continuation of national responsibility from one generation to another, building upon older wisdom while bringing on board fresh energy.

The statesmanship of President Museveni has led Uganda through reconstruction, security consolidation, and institutional development. His generation confronted unprecedented instability and undertook the demanding work of restoring order while laying the foundations for national development. That contribution and legacy cannot be separated from what comes next.

A new dawn does not require Uganda to forget where it has come from. Instead, it requires the country to use the strength accumulated over time to face a different horizon. Uganda in its current form is now more dynamic, connected, highly technological, and exposed to global competition. Its opportunities are expanding, but so are the demands upon its institutions and leadership.

This is where the Muhoozi Kainerugaba “succession agenda” becomes significant and should be examined through the qualities Uganda’s circumstances demand: discipline, experience, strategic thinking, sound judgement, vision, and commitment to public service.

In the interim, however, the General’s detractors often downplay his strengths and competence, questioning his readiness for the mantle of leadership beyond security.

In reality, however, no amount of subjective judgement can water down Muhoozi’s track record in national service. His relevance, indeed, ought to be measured by evaluating his merits, hands-on accomplishments, and contributions to our country.

Strategically, the principle of complementarity is visible in the relationship between the NRM and PLU. Their Memorandum of Understanding reflects how established experience and emerging political energy can work together. NRM, therefore, brings on board institutional memory and organisational strength, while PLU provides youthful participation, mobilisation, and fresh energy.

While testing the waters, the 2026 elections offered an opportunity to apply this principle. NRM and MK’s PLU worked in solidarity, with PLU mobilising youth participation within the broader effort to support President Museveni’s candidature. The results and experience showed how younger Ugandans could participate within a wider political structure while gaining experience and demonstrating organisational capacity.

Ultimately, fitness for leadership is demonstrated through results. Continuity means protecting what works; renewal means improving what can be done better. Uganda can thus preserve stability while creating space for stronger institutions, fresh ideas, and opportunities for its young population.

For Ugandans, an endorsement of Gen. Muhoozi for the presidency is therefore not an illusion, but a demonstration that confidence and commitment to national service can be translated into social legitimacy, responsibility, and readiness for the national mantle of leadership.
