Ministry Queries Masaka Secondary School Deputy Headteacher Over Shs60 Million Toilet Project

The Ministry of Education and Sports has asked the Deputy Headteacher of Masaka Secondary School, Ahmed Mukiibi, to show cause why disciplinary proceedings should not be initiated against him over alleged irregularities in the construction of a Shs60 million sanitation facility.

Mukiibi, who previously served as the acting headteacher of the school, has been given 14 days to submit a written explanation to the Ministry.

In a letter dated August 27, 2026, the Permanent Secretary in the Ministry of Education and Sports, Dr. Kedrace R. Turyagenda, said findings from an investigation by the Inspectorate of Government had raised concerns about the manner in which the project was undertaken.

The investigation reportedly found that a water-borne sanitation facility comprising eight toilets and eight bathrooms was constructed at a cost of Shs60 million without approval from the school’s Board of Governors.

According to the Ministry, the project was also implemented without following the procurement procedures required for public schools.

The concerns stem from an investigation report issued on July 8, 2026, by the Deputy Inspector General of Government, Dr. Patricia Achan Okiria, into allegations involving suspected misappropriation of funds and irregular recruitment of staff at Masaka Secondary School.

While the wider investigation examined several issues relating to the management of the school, the Ministry said the allegations against Mukiibi specifically concern the implementation of the Shs60 million toilet project during his tenure as acting headteacher.

Dr. Turyagenda said the alleged actions could amount to a breach of Section 51(1) of the Education (Pre-primary, Primary and Post-primary) Act, Cap. 247, as well as Guideline No. 53 of the Public Procurement and Disposal of Public Assets Guidelines for Public Procurement and Disposal for Schools, 2025.

The Ministry further noted that the alleged conduct could be inconsistent with the Public Service Standing Orders, 2021.

Mukiibi has consequently been directed to provide a written response within 14 days explaining why disciplinary action should not be taken against him. The Ministry warned that disciplinary proceedings could follow if he is found to have breached the applicable laws and regulations.

The directive follows an IGG investigation that cleared the school’s current headteacher, Zulaika Nabukeera, of allegations relating to misappropriation of funds, irregular recruitment, absenteeism and misuse of school resources.

The investigation reportedly found insufficient evidence to sustain the allegations against Nabukeera.

However, the probe identified weaknesses in Masaka Secondary School’s procurement and administrative systems, particularly in relation to the implementation of the sanitation project.

The Inspectorate recommended measures to strengthen the school’s procurement structures, including improvements to the Procurement and Disposal Unit and other systems responsible for ensuring compliance with public procurement requirements.

The Ministry’s letter to Mukiibi was copied to the Deputy Inspector General of Government, Dr. Patricia Achan Okiria, the Secretary of the Education Service Commission, the Inspectorate of Government’s Compliance Unit and the Chairperson of the Masaka Secondary School Board of Governors.
