Speaker Oboth-Oboth, Tayebwa Among Latest Officials Awarded PLU Numbers

Oboth Oboth and Tayebwa

The Patriotic League of Uganda (PLU) has awarded Patriotic Officer (PO) numbers to another group of senior government officials, including Speaker of Parliament Jacob Oulanyah Oboth-Oboth, Deputy Speaker Thomas Tayebwa, and Defence and Veteran Affairs Minister Kiryowa Kiwanuka.

In a statement issued on Saturday through his X account, PLU Secretary General Fadil Twaha announced that the officials had been recognised by the organisation’s chairman, Gen. Muhoozi Kainerugaba, for their contribution to the growth of PLU and their commitment to its principles.

According to the announcement, Oboth-Oboth was assigned PO 059, Tayebwa received PO 060, while Kiwanuka was designated PO 061.

“Fellow Patriots and members of the Patriotic League of Uganda, our Chairman General Muhoozi Kainerugaba has awarded the following patriots with numbers as recognition for their efforts towards the growth of PLU and for upholding the organisation’s principles,” Twaha stated.

Other officials who received numbers include State Minister for Health (General Duties) Anifa Bangirana Kawooya (PO 062), State Minister for Health (Primary Health Care) Dr Charles Ayume (PO 063), State Minister for Energy Phiona Nyamutooro (PO 064), State Minister for Northern Uganda Beatrice Akello Akori (PO 065), and State Minister for Public Service Lydia Wanyoto Mutende (PO 066).

Also recognised were Paul Komol Lotte (PO 067), Kiryandongo District Woman MP Jovia Katusiime (PO 068), Government Chief Whip Denis Hamson Obua (PO 069), and Thomas Lomuria Abong (PO 070).

The latest batch adds to several groups of PLU members who have been assigned numbers since the organisation introduced the system earlier this year. On May 10, 2026, numbers were issued to Hazel Bamwanga (PO 052), Ismail Wandera (PO 053), Coach Gad Etetu (PO 054), Ronald Opio (PO 055), Charles Mugisha (PO 056), Robert Ambikyire (PO 057), Steven Rutasharara (PO 051), and Prillah Bagaya (PO 058).

Earlier recipients included State Minister for Sports Peter Ogwang (PO 041), Pastor Aloysious Bugingo (PO 043), Juliet Kinyamatama Suubi (PO 044), the late Joseph Tamale Mirundi (PO 042), Twaha Kagabo (PO 045), Jennifer Kayera (PO 046), Henry Kabanda (PO 047), Rodgers Bulegeya (PO 048), Paul Wanyoto (PO 049), and Molly Mukidi (PO 050).

On April 26, 2026, Emmanuel Rwashande was assigned PO 038, while Godfrey Baluku Kabbyanga retained PO 021 alongside previously recognised members, including Lukia Nakadama Isanga, Samuel Katugunda, Ali Ndawula, Francis Adome, Maj. (Rtd) Joseph Kakooza, Sam Kajojo, Sam Nabeta, Linos Ngompek, Zipora Akol, Joe Omara, Prisca Yoriyori, Jimmy Lwanga, Muhammad Ssentayi, Sarah Kiyimba, Gen. Taban Amin, Polly Karamuzi Katwire, the late Peter Banura, and Shafique Ssebunya.

PLU had earlier assigned numbers to Frank Tumwebaze (PO 013), Haruna Kasolo Kyeyune (PO 014), Jane Ruth Aceng (PO 015), Joanne Okia (PO 016), Jackson Atima (PO 017), Ojara Mapenduzi (PO 018), Nelson Nshangabasheija (PO 019), and Frank Mwesigye (PO 020).

The numbering structure was officially unveiled on March 20, 2026, with Gen. Muhoozi Kainerugaba designated as Patriotic Officer 001. Other founding members listed included Andrew Mwenda (PO 002), Michael Nuwagira (PO 003), Edwin Karugire (PO 004), Daudi Kabanda (PO 005), Balaam Barugahara (PO 006), Michael Mawanda (PO 007), Lillian Aber (PO 008), the late Cedric Babu (PO 009), Frank Gashumba (PO 010), Henry Basaliza (PO 011), and Secretary General Fadil Twaha (PO 012).

PLU Director of Communications Andrew Mwenda has previously explained that the numbering system is intended to recognise members’ historical contribution to the formation of the organisation and to signify seniority within its structures.

The system is modelled on the numbering practice adopted by the National Resistance Army during the 1981–1986 guerrilla war, where fighters were assigned identification numbers that later became enduring symbols of status and recognition within the National Resistance Movement.
