In a decisive move to address operational challenges and rebuild public confidence, the Uganda Electricity Distribution Company Limited (UEDCL) has embarked on an ambitious transformation agenda under its new leadership.
The initiative promises a comprehensive turnaround within the first 100 days, with a focus on improving efficiency, strengthening accountability, and delivering sustainable electricity services across the country.
Appointed earlier this month, the new leadership team has acknowledged the urgent need for reforms within the power distribution company.
Over the past 13 months, UEDCL has faced major structural and infrastructure challenges that have contributed to frequent power outages, high technical losses, and declining public confidence. These setbacks have not only affected households and businesses but have also raised concerns about the company’s ability to support Uganda’s economic growth and provide reliable electricity services.
A Strategic Reset
At the centre of the transformation agenda is a renewed vision: “From Stabilization to Reliability and Public Trust.”
The strategy seeks to stabilize core operations, reduce outages, and restore confidence among consumers, regulators, stakeholders, and the wider public.
According to the new leadership, the reform agenda will be guided by professionalism, transparency, discipline, responsiveness, efficiency, and accountability, backed by measurable results.
The company has already rolled out a targeted 100-day action plan focused on quick-impact interventions such as infrastructure assessments, preventive maintenance, timely restoration of power, improved customer responsiveness, vegetation management, and enhanced stakeholder engagement.
At the same time, the leadership says the plan is intended to lay the foundation for broader long-term reforms within the electricity distribution sector.
Key Initiatives and Strategic Collaboration
A major pillar of the turnaround strategy is collaboration with key government ministries, departments, and agencies.
UEDCL is working closely with the Ministry of Energy and Mineral Development to ensure policy alignment, while coordination with the Electricity Regulatory Authority (ERA) is expected to strengthen compliance with operational and regulatory standards.

Among the company’s immediate targets is a 20 percent reduction in outage durations on priority feeders, alongside progress in reducing technical and commercial losses and improving compliance with electricity connection timelines as materials become available.

To improve the efficiency of the electricity distribution network, the leadership plans to introduce new technologies, including real-time monitoring dashboards and advanced analytics systems to strengthen grid management and operational decision-making.
The company also intends to promote a performance-driven culture through the introduction of new key performance indicators, operational accountability systems, and staff incentive structures aimed at improving cohesion and productivity.
Officials believe these measures will help align employee performance with the company’s broader strategic objectives.
Restoring Public Confidence
Restoring public trust remains one of the central goals of the reform agenda.
UEDCL has already initiated community engagement forums and media outreach campaigns aimed at keeping consumers informed about ongoing reforms and operational progress.
