Rising Demand Forces Kisubi Seminary to Expand Infrastructure After 75 Years of Formation

For 75 years, Kisubi Minor Seminary has stood quietly on the shores of Lake Victoria as one of Uganda’s most influential centres of priestly and human formation — a place where boys have long arrived with dreams of the altar and left shaped, in one way or another, for service to Church and society.

This year, the institution marked its Platinum Jubilee with a renewed sense of purpose, unveiling expanded facilities designed to match a rising demand for admission and an evolving mission of formation.

What began in 1951 as a modest training ground for future priests has grown into a vibrant academic and spiritual community, now stretching physically and institutionally to accommodate a new generation.

At the heart of the celebrations was a clear message: Kisubi is growing, but its identity remains anchored in formation rather than numbers.

Rev. Fr. Francis Ssengendo, the Rector of Kisubi Minor Seminary, said the new infrastructure reflects both opportunity and pressure.

Applications now average about 250 each year, not including those coming through preparatory seminaries such as Nswanjere — a sharp rise compared to earlier decades when total enrolment hovered between 140 and 150 students.

“We receive many young people who come with a desire to join the seminary,” he said. “Our responsibility is to ensure they find facilities that support their growth, formation, and preparation for the mission ahead.”

That responsibility has now taken physical form in renovated old blocks and a new flagship structure — the four-storey Archbishop Joseph-Louis Cabana Memorial Building.

Named after the seminary’s founder, the building represents both continuity and expansion. It houses dormitories for up to 200 students, alongside modern classrooms, a computer laboratory, and a library.

For Fr. Ssengendo, the project is more than construction; it is a continuation of a founding vision.

“Cabana’s vision was to create a seminary and train men who would appreciate the gift of the priesthood,” he said, noting that the new developments aim to preserve that mission while responding to present-day realities. “We wanted a project that would serve us for generations.”

The seminary’s story stretches back to 1949 when construction began under missionary leadership, before officially opening its doors in 1951 under Archbishop Joseph-Louis Cabana.

From its earliest days, Kisubi established a reputation for both academic strength and disciplined formation. By 1956, its candidates were already sitting Cambridge examinations through St. Mary’s College Kisubi, recording a perfect pass rate that cemented its academic credibility.

Growth came quickly. By 1957, enrolment had exceeded 110 seminarians, forcing early expansions — a pattern that has continued for decades as demand has steadily increased.

But beyond buildings and numbers, the Jubilee also became a moment of reflection on the deeper meaning of formation.

Archbishop Paul Ssemogerere, who presided over the celebrations, described the seminary’s journey through three lenses: remembrance, fruitfulness, and identity. He said Kisubi’s 75-year history is ultimately a story of God’s mercy working through human effort.

Using the Parable of the Sower, he likened the seminary to fertile ground where vocations are planted, nurtured, and sometimes redirected into other paths of service.

“Not every vocation matures into the priesthood,” he noted, acknowledging that many former seminarians do not proceed to ordination. Yet he emphasized that this does not diminish the seminary’s mission. Those who leave, he said, often carry its values into other spheres of leadership — education, governance, business, and public service.

More than 700 men formed at Kisubi have gone on to become priests, including bishops, while thousands of others serve in various professional fields. The seminary’s influence has therefore extended far beyond the sanctuary.

Archbishop Ssemogerere also stressed that formation is not simply academic achievement. It is, he said, about shaping character.

“The mission of a minor seminary is not simply academic excellence,” he said. “It is our capacity to help young men become attentive listeners to God’s voice.”

That philosophy continues to guide the institution’s evolution, according to Fr. Ssengendo, who said the formation programme is constantly being reviewed to reflect modern challenges facing young people — while remaining rooted in Catholic tradition.

Over the decades, Kisubi Minor Seminary has produced a long list of notable clergy and public figures, including Archbishop Augustine Kasujja, Bishop Joseph Antony Zziwa, and Bishop Lawrence Mukasa, as well as prominent lay professionals in academia, politics, and the arts.

Its leadership history also reflects its growth, with figures such as Msgr. Eugene Jjemba, the first African rector, and Msgr. Charles Kasibante, who served one of the longest tenures, shaping its institutional identity across generations.

As the Platinum Jubilee celebrations drew to a close, attended by clergy, alumni, benefactors, and current seminarians, one message lingered: Kisubi’s strength lies not only in its buildings or its history, but in its ability to continually renew its mission.

Seventy-five years on, it remains what it has always been — a place where formation is both an inheritance and a responsibility, and where the seeds planted continue to bear fruit in ways both expected and unexpected.
