Leaders are meant to be exemplary when elected or appointed to office.
But in Rakai District, a government official is making headlines not just for her leadership but also for her unusual approach.
Sarah Kiyimba, the Resident District Commissioner (RDC) of Rakai, surprised residents on Thursday when she appeared staggering, stinking and shouting on top of her voice while addressing demonstrators.

Yet, despite her state, she managed to calm the angry crowd and secure justice for them, at least for now.
Outcry Over Suspect’s Release
Residents of Kinaawa, Buyamba County stormed the RDC’s office, protesting the release of Sulait Ssesimba, whom they accuse of repeatedly attacking bodaboda riders and stealing motorcycles.

They claimed that police had arrested him several times, only to release him under unclear circumstances. With frustration mounting, Kiyimba arrived to address them.
Witnesses say she appeared unsteady on her feet, used excessive energy to speak, and showed flushed cheeks, leading many to believe she had been drinking.
Still, she assured them that Ssesimba would remain in custody while the matter was resolved.
Ssesimba was later presented before Rakai Grade I Magistrate Vien Raphael, who remanded him further on robbery charges, leaving out allegations of murder.
This did not sit well with residents, who accused the justice system of siding with criminals.
In a dramatic moment, Kiyimba attempted to enter the courtroom, but prison warders blocked her path.

She demanded that an officer salute her before speaking, but when they ignored her request, she stormed off.
Her involvement did not end there. When two residents were arrested for organising the protest, she rushed to the police station, changed her dress, and demanded their release.
Officers asked her to follow procedures, but she refused, insisting she was the head of security in the district. After making several phone calls, the detainees were eventually set free.

Divided Public Opinion
Kiyimba’s actions have left Rakai residents split. Some praised her for standing up for the people, saying she ensured that justice was served despite her unusual behavior.
Others condemned her, arguing that her appearance and conduct undermined the dignity of her office.
Authorities have yet to comment on the incident, but questions remain, Was this an example of dedicated leadership, or a sign of deeper problems within local governance?
For now, Rakai residents are left debating whether results matter more than reputation.
