Across many democracies, political mobilization has traditionally been measured by the size of campaign rallies. Buses are hired, supporters are mobilized, and candidates seek to demonstrate popularity through impressive crowds. Yet governance experts increasingly argue that the most sustainable form of mobilization is not built during election seasons but through the continuous delivery of public services.

This brings us to Local Government Minister Balaam Barugahara’s anti corruption barazas that continue to attract mammoth crowds wherever he takes the campaign. We have learned that Citizens are far more likely to attend public meetings, community dialogues, and accountability forums when they believe those gatherings are connected to issues that directly affect their lives such as roads, healthcare, education, security, jobs, and household incomes.

This shift is evident across several countries where governments have placed greater emphasis on citizen engagement outside election cycles. Studies by institutions such as the World Bank and the United Nations Development Programme have consistently shown that public trust in government rises when citizens feel services are improving and when they have opportunities to interact directly with leaders responsible for those services. In many instances, attendance at public forums has become less about political spectacle and more about practical governance.

Political scientists describe this phenomenon as “performance legitimacy” where governments derive public confidence from visible results rather than campaign rhetoric alone. While elections remain a cornerstone of democratic systems, citizens increasingly judge leaders on whether roads are constructed, health centers are stocked with medicines, schools improve educational outcomes, and local economic opportunities expand. When service delivery becomes the focus of public discourse, community gatherings naturally attract larger audiences because the conversations have immediate relevance to people’s daily lives.

Evidence from East Africa provides useful examples. Local governance forums have become important channels through which citizens learn about government programs and track implementation. Community members frequently attend not because they have been transported or financially facilitated but because they seek answers regarding issues affecting their livelihoods. Farmers want updates on agricultural support programs. Traders inquire about market infrastructure and taxes. Youth seek information on employment initiatives and access to credit. Women’s groups raise concerns about healthcare, education, and water access. The more responsive governments become to these concerns, the more likely citizens are to participate in governance processes.

Researchers have noted that attendance at public forums tends to be highest when citizens believe their participation can influence outcomes. A report by the Organisation for Economic Co-operation and Development on public governance found that meaningful citizen engagement strengthens trust and improves policy implementation because communities feel a sense of ownership over decisions that affect them. Rather than being passive recipients of government announcements, citizens become active participants in monitoring progress and identifying local priorities.

The growing importance of public accountability meetings also reflects changing voter expectations. A generation ago, promises were often enough to attract attention. Today, citizens frequently demand evidence. They want to know how much money has been allocated to projects, what milestones have been achieved, why delays have occurred, and when outstanding commitments will be fulfilled. Public forums therefore serve a dual purpose: they provide governments with an opportunity to communicate achievements while simultaneously giving citizens a platform to question leaders and demand accountability.

Comments commonly heard at such gatherings illustrate why they attract attention. A farmer may point to improved access to agricultural inputs as evidence that government intervention is making a difference.

A shop owner may praise newly upgraded roads that have reduced transport costs. A youth leader may welcome skills-development programs but ask questions about employment absorption. A health worker may acknowledge improvements in facilities while pushing for more staffing. Such perspectives demonstrate that high attendance does not necessarily reflect uniform support or opposition. Instead, it indicates that citizens see value in engaging directly with decision-makers.

The role of communication should not be underestimated. Governance specialists argue that citizens often judge governments not only by outcomes but also by how effectively those outcomes are communicated. Programs that improve service delivery can sometimes generate limited public recognition if communities remain unaware of them. Conversely, well-structured public engagement forums create opportunities for leaders to explain policies, clarify implementation challenges, and gather feedback. This two-way communication process helps close the gap between government action and public perception.

Technology has expanded the reach of such engagement efforts. A public meeting attended by a few thousand people can now reach hundreds of thousands more through social media, livestreams, radio broadcasts, television coverage, and digital platforms. Citizens who cannot attend physically are still able to follow discussions, submit questions, and evaluate government responses. This broader visibility has increased public demand for transparency and strengthened pressure for measurable results.

However, analysts caution that service-delivery-based mobilization is only sustainable when promises are matched by performance. Large crowds may initially be drawn by curiosity or expectation, but continued engagement depends on whether communities experience real improvements. Public trust can grow when leaders consistently report progress and address concerns. Conversely, repeated commitments without implementation can erode confidence and reduce participation over time.

Another important factor is inclusivity. Successful public engagement depends on ensuring that different segments of society have opportunities to participate. Rural communities, women, youth, persons with disabilities, religious leaders, professionals, and business groups often have distinct priorities. Governance forums that accommodate diverse voices are generally viewed as more credible and representative. Experts argue that broad participation improves policymaking because leaders gain access to a wider range of perspectives and local knowledge.

The broader lesson emerging from governance studies is that political mobilization is undergoing a transformation. The traditional model centered on election rallies and campaign activities remains important, but it is increasingly being complemented by a model rooted in performance, accountability, and citizen engagement. Citizens today are more informed, more connected, and more demanding than previous generations. They expect governments to deliver services and provide clear evidence of progress.

Ultimately, the future of public mobilization may depend less on resources spent during campaign seasons and more on a government’s ability to demonstrate tangible results. When citizens see roads being constructed, schools improving, health services expanding, and economic opportunities emerging, they become more interested in participating in public discussions about governance. In that environment, community forums evolve beyond political gatherings and become platforms for accountability, dialogue, and problem-solving.

The size of the audience is no longer the most important measure. What matters is whether those attending believe their voices are being heard and whether the issues discussed lead to practical improvements in their lives. That is the essence of service-delivery-driven mobilization: a model in which public engagement is sustained not by campaign energy alone, but by the continuous relationship between citizens, government performance, and democratic accountability.
