District Chairperson Accuses Service Commission of Irregular Recruitment Practices

Jinja District Chairperson Moses Batwala has accused the District Service Commission leadership of alleged corruption, claiming that recruitment processes are being manipulated in favor of selected individuals rather than being conducted on merit.

Batwala, who is serving his second consecutive term as Jinja District LCV Chairperson, said his office has received numerous complaints from job seekers who were shortlisted for district positions but were ultimately not recruited.

According to Batwala, many applicants who met the required qualifications and submitted all necessary documents were reportedly rejected on grounds of being either overqualified or unsuitable, while some positions were allegedly filled by individuals who had not formally applied.

He further claimed that information gathered during his own inquiries revealed irregularities within the commission, headed by George Kalulu. Batwala said some commission members informed him that certain appointments were made without official meetings being convened.

The district chairperson also alleged that Kalulu and the commission secretary, Fred Waibi, bypassed established procedures by preparing minutes and attaching signatures of commissioners to decisions in which they had not participated.

Under local government procedures, members of the District Service Commission are nominated by the district chairperson in consultation with the executive committee before being approved by the district council.

Batwala said the district executive has recommended a temporary suspension of the commission’s activities pending further investigations, a proposal he has endorsed.

He added that a formal complaint has been submitted to the Inspector General of Government (IGG), seeking an investigation into the allegations of corruption and abuse of office within the commission.

However, Kalulu has dismissed the accusations, arguing that the claims are being driven by individuals dissatisfied after their relatives failed to secure the available jobs.
