Residents of Kalangala Town and neighbouring Mugoye and Bujjumba sub-counties are demanding the arrest and prosecution of a district councillor representing workers who is accused of sodomising a Senior Two student.
The alleged incident occurred last week. The councillor was reportedly arrested by police but later released on police bond, sparking public outrage and calls for justice for the minor.
The suspect was expected to report back to police on Monday for an extension of his bond as investigations continued. However, he reportedly failed to appear, prompting residents and social justice activists to intensify their demands for his arrest.
Angry residents have since reportedly stormed the councillor’s home and approached his relatives, demanding that he be produced to face the allegations. Some residents have also accused unnamed political leaders of allegedly facilitating his release and subsequent disappearance. The claims have not been independently verified.
Sources familiar with the matter said the councillor had reportedly fled the area, although his whereabouts remain unclear.
Residents are now demanding that the people who stood surety for the suspect help police trace him or face the legal consequences of his failure to comply with his bond obligations.
Kalangala District Chairperson Agnes Lunkuse said she would not shield any leader implicated in criminal conduct under her leadership.
Lunkuse said she would not tolerate any criminal conduct by leaders serving under her administration.
In a statement issued on Monday, Kalangala Police said efforts to trace the suspect were ongoing. Police also indicated that the sureties could be held accountable if he failed to honour his bond obligations, subject to the applicable legal procedures.
Meanwhile, the student, who is reportedly below 18 years of age, is said to be experiencing medical complications and psychological trauma following the alleged incident.
Ibrahim Ssenyonga, a social justice activist who has been supporting the minor, said they would continue pursuing the matter to ensure that the victim receives justice.
The case has raised concerns about child protection and the need for authorities to ensure that suspects in serious criminal cases are brought before court where evidence supports prosecution.
Ugandan law provides for severe penalties for certain sexual offences involving minors. The specific offence and applicable punishment will depend on the circumstances established by investigators and the relevant legal provisions.
Police investigations into the allegations and the suspect’s whereabouts are ongoing. The councillor’s side of the story was not available by press time.
