Court Stops Kalangwa’s Daughter Birungi From Collecting Rent From His Estate

KAMPALA — The Chief Magistrate’s Court at Mengo has issued an interim injunction stopping Jackline Kobusingye Birungi, a daughter of the late businessman Moses Kaliisa Kalangwa, from collecting or otherwise dealing with rental income from Volcano Bus Terminal on Namirembe Road.

The building generates about Shs60 million in rental income every month, according to the dispute before court.

The property was under the management of Katongole International Group Limited even before Kalangwa’s death. However, following his death, Birungi allegedly instructed tenants at the terminal to make their rental payments to a new bank account.

Katongole International Group Limited has challenged the collection and management of the rental income, including the handling of money paid into the account designated by Birungi.

The court order was issued on October 6, 2026, by Mengo Chief Magistrate Doreen Ajuna in a dispute between Katongole International Group Limited and Birungi over the management and collection of rental income from the property.

The court directed Birungi, Katongole International Group Limited, and their servants, agents, employees, representatives or any other persons acting through them not to collect, receive, appropriate, dispose of, transfer or otherwise deal with rental income from the disputed property except in accordance with further orders of the court.

Instead, all rental income accruing from the property during the period covered by the injunction is to be preserved and deposited on the court account under the names ‘Registrar High Court’ (Bank of Uganda) pending the hearing and determination of Miscellaneous Application No. 705 of 2026 or until further orders of the court.

The injunction will remain in force until the application is heard and determined.

The court also ordered that costs of the application shall abide the outcome of the main cause.

The order arose from Miscellaneous Application No. 706 of 2026, which itself arises from Miscellaneous Application No. 705 of 2026 and Civil Suit No. 704 of 2026.

According to the dispute before court, Katongole International Group Limited had been managing the Volcano Bus Terminal and collecting rent from tenants before Kalangwa’s death.

Following Kalangwa’s death, Birungi allegedly provided tenants with a new account number through which they were required to pay rent. Katongole International Group Limited contends that the rental income collected through the new account has not been accounted for.

The latest court order, however, does not determine whether Birungi was entitled to collect the rent or whether the money collected through the new account was properly accounted for. Those issues remain part of the substantive dispute before court.

The court instead ordered that the rental income be preserved pending determination of the application, effectively preventing either party from dealing with the disputed money outside the terms of the court order.

The ruling was delivered in the presence of the applicant and lawyers representing the parties, while Birungi was absent.

The dispute over the Volcano Bus Terminal rental income is part of wider disagreements surrounding the administration of Kalangwa’s estate following his death.

The disagreements have also extended to other property and livestock associated with the late businessman’s estate, raising broader questions over the control and administration of his assets.

The court is scheduled to hear Miscellaneous Application No. 705 of 2026 on November 9, 2026.
