UPC Disciplinary Committee Recommends Dismissal of Nine Members

The Uganda Peoples Congress (UPC) National Disciplinary Committee has recommended the dismissal of nine party members following disciplinary proceedings over alleged misconduct and violations of the party constitution and regulations.

The members are Denis Enap Adim, Jack Khabusi, Magero Emmanuel Were, Aisha Naome Natukunda, Josephine Babirye, Chris Ongom, Alex Ogwal Adyebo, Suzan Achola and George Ewal.

The disciplinary proceedings were conducted by the National Disciplinary Committee (NDC), chaired by Peter Paul Okello.

According to the committee, the proceedings commenced on August 31, 2026, with hearings beginning the following day at Garden Inn Hotel in Lira City before being transferred to the UPC headquarters at Uganda House in Kampala.

The committee found Denis Enap Adim liable for 15 alleged violations of the party’s regulations and recommended his immediate suspension from the party pending his dismissal by the National Council.

A major issue in the case was Enap’s alleged use of the office and title of UPC president despite the committee finding that he had not been elected to the position through the party’s constitutional structures.

The NDC said Enap had issued communications in the name of the UPC president, including correspondence concerning appointments within the party and communications with Parliament.

It further found that he had used the party’s name, emblem, flag and stamp, as well as the title of party president, which the committee said amounted to breaches of the UPC constitution and regulations.

The committee accused Enap’s actions of undermining party structures, creating divisions, promoting factional activities and interfering with decisions made by the party’s recognised organs.

It also considered allegations relating to support for organisations or political actors deemed contrary to UPC interests, the establishment of parallel structures, infiltration of the party, dissemination of misinformation, hooliganism, violence and harassment.

The NDC said it examined documentary evidence, including communications bearing the UPC name, emblem, flag and the title of party president.

The committee also considered evidence concerning Enap’s alleged dealings with the Patriotic League of Uganda (PLU). It said Enap had presented himself to the organisation as the UPC president and sought confirmation of a date when he would take over Uganda House and be installed as party president.

However, the committee rejected one aspect of the allegations, noting that a witness had failed to provide concrete evidence that Enap had received money from the organisations mentioned. The NDC described the evidence on that particular claim as speculative and based on hearsay.

Despite this, the committee concluded that Enap had committed a serious breach of the UPC Constitution.

“The National Disciplinary Committee of the UPC Party, having found that the Respondent Adim Dennis Enap committed a serious breach of the Party Constitution and is specifically liable for violation of 15 regulations cited above,” the ruling states.

The committee consequently ordered Enap’s immediate suspension from UPC membership and recommended that the National Council dismiss him from the party.

The NDC also noted that Enap did not appear before the committee despite being invited to attend the proceedings. No representative authorised to act on his behalf appeared either.

The committee, however, clarified that Enap’s absence did not by itself prove the allegations against him, maintaining that the complainant still bore the responsibility of proving the substantive claims.

Other Members

The disciplinary cases involving Khabusi, Magero and Natukunda relate largely to allegations surrounding the party’s leadership.

The committee accused the three of manipulating UPC President Jimmy James Michael Akena and allegedly presenting themselves as having authority to determine or influence the party presidency.

They were suspended and recommended for dismissal, according to the disciplinary findings.

Josephine Babirye was also subjected to disciplinary action over allegations of indiscipline and misconduct. The accusations against her include allegedly collecting information on behalf of organisations hostile to UPC, infiltrating the party, hooliganism and involvement in violence.

The committee recommended her dismissal and ordered her immediate suspension.

Ongom, Ogwal Adyebo, Achola and George Ewal were accused of mobilising and campaigning for National Resistance Movement (NRM) presidential and parliamentary candidates, conduct the party said was contrary to UPC interests.

The four reportedly failed to appear before the disciplinary committee after being summoned on September 3.

The disciplinary action comes amid a prolonged dispute over the leadership of UPC, with Enap challenging Akena’s position and seeking recognition as party president.

Akena’s faction has maintained that Enap was not elected president through the party’s constitutional structures and therefore had no authority to exercise the powers of the office.

In its findings concerning Enap, the NDC also referred to an earlier court case in which he sought recognition as UPC president. The committee maintained that the party presidency is obtained through the electoral and constitutional processes prescribed by the party rather than through judicial appointment.
