The government has issued a strong warning to members of the public against falling victim to fraudsters claiming they can secure appointments as Resident District Commissioners (RDCs), Deputy RDCs, and Assistant RDCs in exchange for money.
Speaking on the matter, Haji Yunus Kakande, the Permanent Secretary in the Office of the President, clarified that all RDC-related positions are already occupied and that there are currently no planned reshuffles or fresh appointments.
Kakande revealed that some conmen have reportedly been targeting desperate job seekers by promising them lucrative government positions within the RDC structure after receiving large sums of money.
“People should not pay money to conmen for RDC jobs. These positions have already been filled, and the holders are currently serving. There will be no changes to RDCs, Deputy RDCs, or Assistant RDCs at this time,” Kakande warned.
The warning comes amid growing reports of fraudsters exploiting unemployment and political excitement to extort money from unsuspecting Ugandans seeking government appointments.
At the same time, Kakande disclosed that the government is planning salary enhancements for RDCs, Deputy RDCs, Assistant RDCs, and Local Council Five chairpersons in the 2027/2028 financial year.
However, he noted that the upcoming national budget has prioritized salary enhancement for arts teachers, whose pay has remained a major concern for years.
The government’s latest position is expected to calm speculation surrounding possible reshuffles in the RDC structure, while also exposing the increasing activities of middlemen and fraud networks pretending to have influence within the Office of the President.
Political observers say the promise of future salary enhancement could intensify competition for RDC positions, making the public more vulnerable to scammers posing as government insiders.
