When the Uganda Police Force embraced calls for professionalism and higher academic standards in 2010, a group of officers emerged as examples of that vision.

By the time they were regraded, they were already university graduates with specialized training that sharpened their capacity to serve.

Their careers illustrate the blend of education, discipline, and professional development that increasingly defines modern policing.

A trained OBC officer, IP Ekyoheirwe Jasper combined academic grounding with command training.

In 2014, she completed the Officers Basic Course (OBC), a leadership and command programme jointly conducted by the Uganda Police Force and the UPDF.

By the time she was regraded, Jasper already held a Bachelor of Arts in Development Economics from Makerere University (2012).

The OBC training broadened her expertise, deepened her practical skills, and reinforced her versatility in bridging policy and operations.

Also a trained OBC officer, IP Amumpaire Eva charted a path of academic excellence and leadership training.

In 2014, she too completed the OBC programme, which instills discipline, command ability, and professional resilience.

By the time she was regraded, Eva was already a graduate with a Bachelor’s Degree in Human Resource Management from Ndejje University, later adding a Master’s in Public Administration and Management.

Her strong academic and leadership background positioned her as both an effective leader and an accomplished administrator.

Aisha Namukasa had graduated with a Bachelor’s Degree in Human Resource Management from Kampala International University (2010) by the time she was regraded.

She advanced further with a Postgraduate Diploma in Human Resource Management from UMI (2015) and a Master’s in Management Studies (2019).

Her strong academic progression opened opportunities beyond the police force, where she went on to serve in another ministry.

Lilly Birungi, a graduate of Makerere University with a Bachelor’s in ICT, had already built a strong academic foundation when she was regraded.

She later pursued a Master of Science in Information Technology from ISBAT University, a Postgraduate Diploma in Human Resource Management from UMI, and additional professional ICT certifications.

This rare combination of ICT and HR expertise eventually saw her transition into another ministry, where her skills remain invaluable.

After completing the Police Command Training Course at Bwebajja, Lizzie Namulinda sharpened her leadership and operational skills. By the time of her regrading, she was already a graduate of Uganda Christian University with a Bachelor’s in Public Administration.

She later reinforced her credentials with a Postgraduate Diploma in Human Resource Management from UMI, combining academic and command strengths in her career.

By the time she was regraded, Pearl Keinembabazi had already graduated from Makerere University with a Bachelor’s in Information and Communication Technology (2012).

She enhanced her qualifications with ICT certifications, preparing her to address emerging challenges such as cybercrime. Her skills reflect the force’s modernization efforts, ensuring that digital security becomes a cornerstone of policing in the new era.

A New Face of Professional Policing

The stories of Jasper, Eva, Aisha, Lilly, Lizzie, and Pearl highlight more than personal achievement.

They symbolize a wider transformation within the Uganda Police Force—one where regraded officers are not only academically accomplished but also rigorously trained, embodying the blend of education and professionalism required for effective service in today’s policing environment.
