Winfred Nansikombi, the town clerk of Ndejje town council, and Joseph Nsereko, the parish chief of Buyego ward in Luwero district, have been remanded over theft and conspiracy to defraud.
The two have been arraigned before the Luwero Chief Magistrate who has remanded them until July 24, 2024. The State House Anti-Corruption Unit and police arrested the duo.
They are accused together with James Noah Semayobe, the Luwero District Commercial Officer still on the run.
Investigations indicate that the accused between November and December 2023, during the disbursement of PDM money for 3rd phase in Luwero District, manipulated the beneficiaries list and fraudulently inserted 19 names of their relatives and friends who are not even residents of the area.
They paid them money leaving out the right beneficiaries of the SACCO. Among the persons inserted, included two daughters of the said town clerk, who received funds to the detriment of the legitimate beneficiaries.
A similar scenario has also happened in the Mukono district where Hadijjah Nantongo, the treasurer of Seeta Nazigo PDM Sacco in October 2023 at Seeta Nazigo, Nakisunga sub-county, Mukono District stole PDM money from members of her SACCO by fraudulently changing the details of the actual beneficiaries.

The beneficiaries were Jackson Luyima and Denis Kiryowa but Nantongo replaced them with names of her children, to whom she credited UGX 1.4 Million.
Today, Nantongo has been arraigned before the Grade I Magistrate at Nakisunga and remanded until July 17, 2024.
