DPP Withdraws Trafficking Charges Against Dr. Besigye’s Tormentor

April 22, 2025

The Territorial Police in Bukedi North and Pallisa district have apprehended four suspects in connection with the kidnapping and trafficking of a 16-year-old female student.

The victim, Aguti Harried Vick, a student at Pallisa Secondary School, narrowly escaped a horrifying ordeal after being abducted by a male student on August 8, 2023.

Aguti was returning home from school when the harrowing incident occurred. It is said she was intercepted by Okiria Constant, an 18-year-old, who forcibly led her to her sister’s residence where she was held against her will.

The girl’s captors wasted no time orchestrating their sinister plot, using the victim as a bargaining chip for the ransom of more than 5 million shillings or they sell her to a potential buyer.

The following day, on August 9, 2023, at approximately 11 a.m., the victim’s parents received a chilling call that would change their lives forever.

Aguti, under duress, pleaded with her parents to pay a ransom for her release. The terrified girl spoke to her mother around 9:03 a.m., urging her to comply with the kidnappers’ demands in a desperate attempt to secure her own survival.

As the sun set on that fateful day, the investigative prowess of the task team began to shine. Swift and strategic action by the authorities led to the recovery of the victim.

The collaborative efforts of law enforcement bore fruit as four suspects were identified, captured, and detained for further investigation.

Among them were Pte Aguwa Justine Andrew, a 29-year-old soldier attached to Ruhengeri; Okanya Emma, a 28-year-old local resident; Okiria Constant, the 18-year-old perpetrator; and Imoit Anna Florence, a 26-year-old businesswoman.

The evidence collected from the scene was telling: a toy pistol, a bayonet, a National ID card, and several other incriminating items were seized.

This unsettling incident highlights the menace of kidnapping for ransom, mainly when it targets vulnerable teenagers.

It is a stark reminder that perpetrators often have connections or knowledge about their victims’ families, allowing them to exploit this information to execute their sinister plans.

Kidnapping, once reserved for far-off tales, has now infiltrated the very fabric of our society, preying on innocent lives.

In response to this terrifying incident, the Deputy Inspector General of Police (DIGP) commended the tireless dedication of the task team. Their unwavering commitment to justice led to the swift rescue of the victim and the apprehension of the suspects.

According to Fred Enanga, the Uganda Police spokesperson, they are taking a resolute stand against such acts, sending a warning to all potential perpetrators that their actions will not go unpunished.

As the community grapples with the aftermath of this shocking event, it serves as a grim reminder of the need for heightened awareness among teenagers, guardians, and parents.

The safety of our loved ones depends on our vigilance and preparedness. Let this incident stand as a collective call to action against the dark forces that threaten the sanctity of innocent lives.
