In the halls of Uganda’s parliament, a sense of achievement permeated the air as Ugandan President- Yoweri Kaguta Museveni’s pen gracefully glided across the pages, signing six transformative bills into law.

Standing at the forefront of this momentous occasion was the esteemed Speaker of Parliament, Rt. Hon. Anita Annet Among, who had played an instrumental role in driving these bills through the legislative process.

Among the newly minted laws was the highly debated Anti-Homosexuality Bill 2023, whose contentious nature had garnered significant attention both within the country and on the global stage.

This remarkable achievement marked a significant milestone in Speaker Among’s tenure, as she proved her adeptness at driving meaningful change and leaving an indelible mark on Uganda’s legal landscape.

It is with great pride and accomplishment that we recognize the remarkable achievements of the August House and particular efforts of the speaker-Among,

The six bills signed into law

The Anti-Homosexuality Bill 2023: This bill attracted widespread attention and generated intense discussion within the media and international community due to its controversial nature.

The Museum and Monuments Act-2023: This act aims to facilitate the development, management, maintenance, and protection of national, natural, and cultural monuments, heritage, and works of art. It provides provisions for the preservation and safeguarding of historical monuments, objects, and sites in the country.

The Uganda Human Organ Donation and Transplant Act-2023: This bill establishes a legal framework to enable the ethical and professional donation and transplantation of human body organs, tissues, and cells, thereby contributing to saving lives. With the advancement of healthcare and organ transplantation, this act allows Ugandans to donate and undergo organ transplants within a regulated system.

The Market Act-2023: This act focuses on the establishment, management, admiration, and regulation of both public and private markets. It addresses key areas such as categorization, licensing, registration, and market dues. Additionally, the act mandates the appointment of market administrators for each market, who will be appointed by the relevant authorities.

The Microfinance Deposit-Taking Institutions (Amendment) Act, 2023: This act creates a favorable legal framework for Islamic banking, agency banking, bank assurance, and facilitates special access to credit reference bureaus by other accredited credit providers and service providers.

The Law Reforms (Miscellaneous Amendments) Act-2023: This act focuses on amending several laws to rectify any anomalies and align them with decisions made by the Constitutional Court and the Supreme Court. It also repeals specified acts to conform to court decisions and more recent legislation.

Significant

These laws represent significant milestones in Uganda’s legal landscape, addressing diverse areas such as human rights, cultural heritage preservation, healthcare advancements, market regulation, and financial services.

As Speaker Among celebrates this achievement, she extends her gratitude to President Museveni for his unwavering support and commitment to enacting laws that benefit the nation. She also acknowledges the collective effort of Members of Parliament, whose dedication and resilience have contributed to the successful passage of these bills.

Moving forward, Speaker Among encourages all stakeholders involved in the implementation of these laws to carry out their responsibilities diligently, ensuring that the objectives and provisions of each act are executed in a fair, just, and effective manner.

The signing of these bills into law marks a significant milestone for Uganda’s legislative agenda, demonstrating the country’s commitment to progress, development, and the protection of its citizens’ rights and interests.
