SSekikubo receiving nomination forms from Mukono Returning Officer

Drama unfolded outside the district nomination center of Mukono when Sekikubo Mubarak, the LCIII Chairperson for Nakisunga Sub-County, was arrested moments after his nomination to contest as Member of Parliament for Mukono South County in the forthcoming 2026 elections.

He was apprehended by operatives from the State House Anti-Corruption Unit over allegations of extorting money from job applicants by purporting to act as an agent of the Mukono District Service Commission.

According to the Anti-Corruption Unit, Sekikubo is accused of receiving large sums of money from individuals seeking employment in Mukono District, promising to influence their recruitment into government positions.

He is expected to face charges of corruption, obtaining money by false pretenses, and impersonation.

The arrest comes on the heels of an ongoing investigation into a wider recruitment scam allegedly involving district officials.

Last week, Ronald Saaku Mugerwa, the Probation and Welfare Officer of Lugazi Municipality, was arraigned before the Mukono Chief Magistrate’s Court on related charges of Obtaining Money by False Pretense and Conspiracy to Defraud. He was remanded until October 21, 2025.

Court documents indicate that between January and June 2025, Saaku allegedly conspired with Dr. Wataba Saadi, the Lugazi Municipal Medical Officer, and Sekikubo Mubarak to defraud Dr. Mukisa George William of UGX 38 million.

The suspects reportedly claimed the money would be used to “facilitate” members of the Mukono District Service Commission to secure him a Medical Officer position.

While Saaku is already in custody, Sekikubo had been on the run until his dramatic arrest at the nomination center.

Criminal summons have also been issued for Dr. Wataba, who remains at large.

The Anti-Corruption Unit revealed that it received a whistleblower complaint on July 7, 2025, outlining irregularities in the recruitment process by the Mukono District Service Commission.

Investigations allege that several applicants were forced to pay bribes to secure positions in the health and education departments.

“We are committed to dismantling these networks of corruption that exploit job seekers,” a senior Anti-Corruption Unit officer said. “This is just one of several cases under investigation.”

President Yoweri Kaguta Museveni has repeatedly cautioned District Service Commissions across the country against the illegal sale of government jobs, directing security and anti-corruption agencies to take firm action against the culprits.

More arrests are expected as the investigations widen.
