Noah Mitala, popularly known as Nuwa Mutwe and a private bodyguard to National Unity Platform (NUP) president Robert Kyagulanyi (Bobi Wine), has made a fresh attempt to secure bail before the Buganda Road Chief Magistrates Court.

This marks Mitala’s second application for temporary release after his initial request was rejected by Chief Magistrate Ronald Kayizzi, who ruled that the sureties he had presented were not substantial enough to guarantee his return to court.

Appearing in court on Monday, Mitala presented two new sureties: Kawempe Division Mayor Emmanuel Sserunjogi and Florence Kiwanuka, a Speaker in the Buganda Government.

However, State Attorney Ivan Kyazze requested time to verify the authenticity and credibility of the new sureties.

He also informed court that Chief State Attorney Richard Birivumbuka, who has been leading the prosecution, was currently handling another matter at the High Court.

In response, Magistrate Kayizzi granted the prosecution two working days to complete the verification process and adjourned the matter to July 21, 2025, when the court will rule on the bail application.

Meanwhile, Mitala’s co-accused, Detective Assistant Superintendent of Police Charles Twiine Mansio, was earlier granted cash bail of five million shillings after spending more than a month on remand.

Mitala and Twiine are jointly accused of inciting violence and spreading hate speech through electronic communication, allegedly targeting senior government officials, including President Yoweri Museveni and the Chief of Defence Forces, Gen. Muhoozi Kainerugaba.

Both men have pleaded not guilty to the charges and Mitala remains on remand at Luzira Prison pending the outcome of his bail application.

According to the prosecution, Twiine, between January 2024 and May 2025, used electronic social media platforms at various locations within Kampala Capital City Authority to incite Mitala, alias Nuwa Mutwe, to attack and cause the death of President Museveni and Gen. Muhoozi Kainerugaba using pavers, allegedly motivated by political opinion.

Prosecutors further allege that Twiine used a computer to transmit or share malicious content, including claims that Rt. Hon. Anita Annet Among, Speaker of Parliament, is “a rotten human being” and the “chief sponsor of killings and violence” in Bukedea District—statements said to be intended to incite public hostility.

He is also accused of publishing information alleging that Deputy Speaker Rt. Hon. Thomas Tayebwa is a money launderer, a masquerader, and a fraudster—statements allegedly made to ridicule and demean the deputy speaker.

In another instance, Twiine allegedly referred to the Chief of Defence Forces, Gen. Muhoozi Kainerugaba, as “a fat pig and a crook,” and described Gen. James Birungi as “a crook and a killer,” all with alleged intent to ridicule, degrade or demean the individuals.

The prosecution also claims Twiine published statements labeling the Bahima ethnic group as “killers,” which is considered content likely to incite tribal hostility.

Both Twiine and Mitala have denied all the charges.

The two are facing trial in the same court handling similar hate speech and malicious information cases involving other accused persons, including Ibrahim Musan, popularly known as Pressure 24 Seven (24/7), a former Rubaga Deputy Resident Commissioner, who is also charged with making defamatory statements against the Speaker of Parliament.
