The Ministry of Works and Transport has suspended two engineers following a directive from the Inspectorate of Government (IGG) to allow investigations into allegations of embezzlement of funds meant for the construction of the Busega Mpigi Expressway and its access roads.
The suspended officials are Mr Kiyaga Edwin Raymond and Mr Ahimbisibwe Dickens.
According to the IGG, the directive was issued by Inspector General of Government Lady Justice Aisha Naluzze Batala following instructions from President Yoweri Museveni to have the two engineers step aside to facilitate an expedited investigation into the allegations.
The Busega Mpigi Expressway project involves the construction of a 23 kilometre expressway and 20 kilometres of access roads, aimed at improving connectivity and easing traffic congestion along the Kampala Masaka corridor.
In suspension letters issued by the Ministry of Works and Transport, the two engineers were instructed to immediately hand over all government property, including official records, files, documents, equipment and any other materials in their possession to their respective supervisors.
The engineers have also been barred from accessing government offices or performing official duties unless they receive express authorisation.
They are, however, required to remain available to support investigations and any related administrative processes whenever required.
The Inspectorate of Government welcomed the Ministry’s swift action, describing the enforcement of the directive as a demonstration of commitment to accountability, transparency and good governance in public service.
“The IG strongly reiterates its commitment to upholding integrity, ethical standards and the rule of law, and will continue to execute its constitutional mandate with diligence and impartiality,” the statement said.
The suspension comes amid increased scrutiny of public infrastructure projects, with government agencies under pressure to ensure that funds allocated for major developments are properly utilised and that any cases of abuse of office are investigated and addressed.
