Dr. Hassan Ssegujja,

A court has remanded Dr. Hassan Ssegujja, a medic at Mulago National Referral Hospital, on charges of forging medical documents.

Dr. Ssegujja, who had been on the run for more than a year, appeared before Buganda Road Chief Magistrates Court on Tuesday, where he denied the charges of forgery and conspiracy to commit a felony.

Kampala Land Board Chairperson Out on Bail

November 6, 2023

He is jointly charged with David Balondemu, the Chairperson of the Kampala District Land Board.

Prosecutors allege that the two, along with others still at large, knowingly falsified medical documents in 2023, including a prescription form and a CT scan medical report at Kampala Hospital.

The case stems from an ongoing trial involving Balondemu, who was accused of fraudulently obtaining over UGX2 billion ($530,000) from the American firm KG Unlimited LLC.

During his bail application, Balondemu presented medical documents claiming he was due for surgery at Kampala Hospital. However, hospital officials later disputed the authenticity of the documents.

“According to our records, Balondemu has never been a patient at Kampala Hospital. There was no scheduled surgery for him,” said the hospital’s Chief Executive Officer, Dr. Peter Kibuuka, in a statement to investigators.

Subsequent inquiries led authorities to Dr. Ssegujja, who was accused of forging the documents to support Balondemu’s claims.

Dr. Ssegujja had been evading arrest since a warrant was issued against him last year.

He was finally apprehended and remanded until  March 17, 2025, when a bail hearing will be held.

The prosecution, led by State Attorney Viola Tusingwire, said the delays in the case were due to Dr. Ssegujja’s disappearance but assured the court that they were now prepared to proceed with the trial.

The hearing has been scheduled for April 2, 2025.
