The Mukono District Chief Administrative Officer (CAO), Elizabeth Namanda, along with several school headteachers and their deputies, are under investigation for allegedly causing financial losses to the local government.

A letter, dated February 20, 2025, from Lydia Katono, Deputy Director of Special Investigations at the Crime Intelligence Department (CID), has revealed an ongoing investigation into allegations of abuse of office and financial misconduct within Mukono District Local Government.

CAO in Trouble For Failure To Interdict District Land Management Officer Accused of Double Titling

The investigation is being conducted under general enquiry file number GEF: 258/2024.

This inquiry targets claims of financial mismanagement, including improper payments and irregular recruitment practices.

The investigation also targets claims of improper payments made to non-existent employees, those who had retired, as well as individuals who were irregularly recruited or receiving salaries above their appropriate pay scale.

According to the letter, these financial discrepancies have resulted in significant losses for the district government.

So far, ten headteachers from primary schools have been summoned to appear at the CID headquarters in Kibuli on February 24, 2025, at 9 a.m. to assist with the investigation. The headteachers listed for questioning include:

1.     Scholastic Ayako (Kakuukulu R/C)

2.     Muzamiru Kawooya (Namanoga P/S)

3.     Herman Kisekka (Namyoya R/C)

4.     Mathias Kiwanuka (Busenya R/C)

5.     Mariam Namugula (Kalagala Muslim P/S)

6.     Sayuni Nasaazi (Diikwe COU)

7.     Juliet Nazziwa (Kayini COU)

8.     Robert Nsubuga (Bakulikuddembe Ttaba P/S)

9.     Mark Owora (Nakalanda P/S)

10.     Bruno Sserunkuuma (Mother Kevin, Namakupa)

Additionally, a second group of 15 deputy headteachers has been summoned to appear on February 25, 2025, for interviews and statement recordings. These include:

1. Paddy Mutangwanya (Kikube P/S)

2.  Lawrence Katongole (Namwoya R/C P/S)

3. George Mukulo (Namasumbi P/S)

4. Rosette Nagasha (Kanyogoga P/S)

5. Proscovia Nakalembe (Kabembe P/S)

6. Catherine Nsodo Nakamya (St. Andrews Ndwadde Mutwe)

7. Agnes Nakiyemba (Namina P/S)

8. Maria Naluuko (Namasumbi P/S)

9. Peninah Nambi (Kituula P/S)

10. Theopista Kizito (Namagumba P/B/C)

11.  Catherine Namudholi (Bubiro P/S)

12. Zam Nanziri (Nakiwaate Quran)

13. Willy Nshemereirwe (Kyabazaala P/S)

14. Emmanuel Muloki Nyodi (Namasumbi UMEA)

15. Moses Nyombi (Bunyiri Muslim P/S)

Each of the summoned individuals is expected to bring their first letter of appointment into Civil Service and a Verification Slip from the Office of the Auditor General.

Despite the gravity of the investigation, attempts to reach Mukono CAO Elizabeth Namanda for comment have been unsuccessful.

This is not the first time district officials have been called to account for financial mismanagement.

In 2024, several Mukono District officials, including the CAO, District Internal Auditor, Chief Financial Officer (CFO), and the District LC5 Chairperson, were also summoned by CID over similar allegations of embezzlement and financial misconduct.

The CID’s ongoing investigations into financial irregularities in Mukono are expected to shed further light on the situation.
