Rwandan National Sentenced to 18 Months for Defiling 15-Year-Old Girl

May 7, 2025

In a quiet corner of Bukedi South and Tororo, a sense of shock and devastation has gripped the community. The tranquillity of Asinga “B” village was shattered when a heinous crime unfolded, claiming the life of an innocent soul.

An 18-month-old female toddler, named Promise, met a horrifying fate at the hands of a 25-year-old man, Gerald Okongo. The suspect, a resident of Malaba Town Council, now sits behind bars, accused of a heinous act that has left the community reeling.

It all began on a seemingly ordinary evening, as the young girl was joyfully playing with a 2-year-old companion outside Mama Musa’s bar.

Her mother, Grace Naziwa, was present nearby, unaware of the unimaginable horror that was about to unfold. As the night wore on, the innocent laughter faded into darkness, and the little girl vanished into thin air.

With the break of dawn, a sombre hue bathed the community, revealing the heart-wrenching sight that awaited them. The lifeless body of the 18-month-old toddler was discovered in a desolate cassava garden in Amagoro Central.

The scene was a chilling image of unimaginable cruelty, a tiny life cut short, bearing the scars of vicious physical injuries and violated innocence. It was a sight that would haunt the memories of all who laid eyes upon it.

Authorities swiftly responded, deploying the keen senses of a K9 dog to guide them toward justice. Following the trail of evidence, they apprehended Okongo Gerald, a man who should have been a protector but had become the perpetrator of unspeakable acts.

The shockwaves of his alleged crimes reverberated throughout the region, leaving the community shattered and the public questioning the depths of human depravity.

The ugly nature of this crime sends ripples of horror through every heart. This defenceless toddler, still dressed in the attire of infancy, deserved nothing but love, care, and protection.

Instead, she encountered unspeakable violence and cruelty, leaving behind a community in mourning and a nation demanding justice.

According to Fred Enanga, the Uganda Police Spokesperson, the road to justice will be long and arduous, but the authorities stand resolute.

The Sexual and Gender-Based Violence Department of the police force is committed to pursuing this case to its logical conclusion, ensuring that the young victim’s voice is heard and her tormentor faces the full weight of the law.

As the community grapples with the magnitude of this tragedy, one question hangs heavy in the air: How could a 25-year-old man, who should have been a guardian of innocence, commit such a heinous act?

The sorrowful echoes of a life extinguished too soon reverberate through the hearts of those who mourn, reminding us all of the fragility of life and the importance of safeguarding the most vulnerable among us.

In a similar incident, authorities in Mukono are actively pursuing Wabembasha Enock, a 25-year-old individual residing in Nabutu Zone, Seeta ward, Goma Division.

He is the prime suspect in the alleged murder of his girlfriend, Hajat Namboozo Fatuma, a 28-year-old resident of Bulijo village, Kyampisi parish, Nagalama Sub-County in Mukono District.

The tragic incident occurred on the night of July 1, 2023, when the victim visited her boyfriend, leading to a heated argument. The following morning, her lifeless body was discovered in the rented room.

Adding to the chilling nature of the crime, the suspect made a shocking phone call using the victim’s phone to inform her parents about their daughter’s demise and instructed them to collect her body for burial.

Even more disturbingly, he expressed no remorse for his actions. The territorial Police in Mukono have launched an intensive manhunt to apprehend the suspect and bring him to justice for the alleged strangling murder of Namboozo.

Implications

These cases have significant implications for both the local community and the broader society and here are some possible implications.

The occurrence of this heinous crime raises significant safety concerns within the community, prompting fears and apprehension among residents. It underscores the unsettling reality that even in seemingly intimate relationships, individuals have the potential to commit acts of violence. The incident serves as a stark reminder of the importance of personal safety and the need to remain vigilant in safeguarding oneself and others.

Furthermore, the alleged murder by strangling brings the issue of domestic violence into sharp focus, shedding light on its gravity and the devastating consequences it can have. It serves as a powerful reminder of the pressing need to enhance awareness about domestic violence, implement preventive measures, and establish robust support systems for victims.

This case has the potential to spark meaningful discussions and inspire proactive measures aimed at addressing and preventing domestic violence within relationships. It highlights the importance of fostering healthy and respectful dynamics, while also providing an opportunity to educate the community about recognizing the signs of abuse and offering assistance to those in need.

Still, the active manhunt conducted by the territorial police indicates their commitment to pursuing justice for the victim. The outcome of this case will have implications for public trust in the police and the effectiveness of the justice system. It serves as a reminder of the importance of swift and thorough investigations to ensure that perpetrators are held accountable for their actions.

Moreover, the alleged murder, in this case, involves a man accused of killing his girlfriend. It raises questions about societal attitudes towards women, relationships, and power dynamics. It provides an opportunity for society to reflect on prevailing gender norms, expectations, and the need for promoting healthy and respectful relationships.

Regarding Mental Health and Emotional Well-being, tragic events like these can profoundly affect the mental health and emotional well-being of individuals in the community. It emphasizes the significance of having mental health support systems and resources available for both the victims and those impacted by these crimes. This incident may initiate conversations about the role of mental health services in preventing acts of violence.

The implications underscore the wider societal consequences of such cases, urging communities and institutions to acknowledge the underlying problems and strive towards establishing safer and more supportive environments for all individuals.
