The State House Anti-Corruption Unit (SH-ACU), working with the Criminal Investigations Directorate (CID) and the Office of the Director of Public Prosecutions (ODPP), has arraigned seven scout leaders before the Makindye Magistrate’s Court on multiple charges linked to the violent takeover and destruction of property at the National Camping and Scouts Centre in Kaazi–Busaabala.
The accused are Buragahare Mujuni Patrick, Butumbwire Stephen, Mugisha John, Musoke Stephen Brian, Mununuzi Alex, Orwanga Michael Richard, and Anyango Francis.
They face charges of unlawful occupation of land belonging to another, malicious damage to property, conspiracy to commit a felony, forcible detainer, and forcible entry.

According to prosecution, the suspects—operating under a breakaway faction calling itself the Boys Scouts Association—stormed the Kaazi camping grounds on 24th June 2025, mobilising a large group of people to forcibly seize the premises.
The group allegedly broke into the offices of the Uganda Scouts Association and carried out widespread destruction. Among the damaged property were historic trees, kitchens, latrines, a watchtower, water tanks, and water pipes.
The suspects are also accused of grading land within the centre and confiscating property belonging to the official Uganda Scouts Association.

The National Camping and Scouts Centre at Kaazi is a historic site long recognised as the home of Ugandan scouting.
The violent takeover has raised concern within the scouting community and among heritage conservationists, given the destruction of trees and infrastructure with cultural and historical significance.
Court proceedings are ongoing, with more suspects believed to be still at large.
