The newly reconstructed Resident District Commissioner’s (RDC) office block in Mukono District has been officially launched.

The Minister for the Presidency, Milly Babirye Babalanda presided over the ceremony, held on Friday, marking the transformation of a dilapidated structure, built in 1937, into a modern facility thanks to President Yoweri Museveni for facilitating the upgrades.

Babalanda emphasised the importance of using the facility to enhance service delivery, urging commissioners to meet public expectations through diligent and ethical service.

She recounted her initial visit to the building, describing its prior condition as “sorry,” with inadequate sanitary facilities.

“The new structure now depicts and presents the real image of the office of the presidency, convenient and comfortable,” Babalanda said, urging the commissioners to use the facility for a good purpose.

The renovation, completed for UGX 430 million, includes improved sanitary facilities and structural enhancements, creating a more conducive working environment.

Major Martha Asiimwe, Head of RDCs at the Secretariat, lauded the district leadership for fostering collaboration with the RDC office.

She pledged that the Office of the Presidency would continue to prioritise infrastructure improvements for RDC offices nationwide.

“I came in early when it was raining. I went through the whole building. I am convinced by my technical people that there was good work done,” Asiimwe stated.

She further appealed to the RDCs to use the available resources to maintain these structures and keep the offices smart to depict the image of His Excellency, the President of the Republic of Uganda.

According Mukono Resident District Commissioner Fatumah Ndisaba appealed for further improvements, including fencing the premises, adding pavers, and establishing a waiting shelter for visitors.

“Service delivery is made easier since we started sitting in a conducive environment. Our hearts are at peace, and we ably serve the people of Mukono,” said Ndisaba.

In response, Major Asiimwe assured the community of ongoing support saying; “We promise, honorable minister, that we are going to fence this office for the security of the people who work here and our property.”

Wider Developmental Impact

Mukono’s Chief Administrative Officer, Elizabeth Namanda, commended the government for investing in infrastructure through the Greater Kampala Metropolitan Area Urban Development Program (GKMA-UDP).

She noted that the program would enhance the district’s economic growth through modern roads, markets, and a slaughter slab.

The LC5 Vice Chairperson, Asuman Muhumuza, criticised opposition leaders for their earlier resistance to the program, attributing delays to their actions.

Meanwhile, the NRM District Chairperson, Hajji Twahili Ssebaggala, called on party members to unify and mobilise ahead of the next general elections to consolidate support for development projects.

The reconstruction of the Mukono RDC offices is more than just a facelift; it symbolises the government’s commitment to improving service delivery, boosting development, and ensuring that public offices represent the professionalism and efficiency expected of their roles.

Enhanced infrastructure leads to better working conditions for officials and a welcoming environment for the public, ultimately strengthening the link between government and citizens.

Such initiatives set the stage for long-term socio-economic growth, aligning with the broader goals of the GKMA-UDP and the government’s vision for a transformed Uganda.
