NUP Internal Disputes Frustrate Formation Of Mukono Service Commission

 Despite the party’s overwhelming 85 percent victory in the 2021 elections, in which they secured four parliamentary seats and LC5 chairperson position, the harmony among the elected leaders seems to be deteriorating daily.

Residents anticipated that this victory would greatly inspire the elected leaders to unite and advocate for government programs and funding to drive development in the district.

As a result, this disunity has completely led to a significant stagnation in the district development with the crucial establishment of the DSC remaining unsolved.

This website has been following these unfortunate events closely. Even the efforts by Robert Kyagulanyi Ssentamu AKA Bobi Wine to mediate have been undermined by the internal strife which hinders the district’s ability to serve its people.    

As a result, the district has been without a service commission since March 12, 2022. This sensitive issue even drew the attention of the Minister of Local Governments, Raphael Magyezi threatening to take over district leadership.

However, he retreated after facing legal action, hence leaving the matter unsolved.

Further still, more petitions followed and Justice David Matovu, the Mukono Resident Judge, directed the LC5 chairperson- Rev. Bakaluba Mukasa to constitute the district commission but instead opted for an appeal.

The four legislators in Mukono – Betty Nambooze (Mukono Municipality), Abdala Kiwanuka (Mukono North), Fred Ssimbwa (Nakifuma), and Hanipher Nabukeera (Woman MP) had scheduled a meeting with Kyagulanyi to find a definitive solution to the matter.

The legislators had previously attempted to resolve the issue but Bakaluba declined to attend the meeting by then at Kamwokya.

Legislators wanted to discuss the formation of the district service commission and seek an explanation for Bakaluba’s decision to appoint a vice chairperson from the rival party (NRM).

The recent meeting quickly turned into a heated argument. Shortly after Kyagulanyi introduced the issues on the agenda, Bakaluba hit the table and everyone fell silent.

He further questioned where his fellow leaders got the audacity to challenge his decisions after the significant sacrifices he had made to become the LC5 chairperson.

Bakaluba asked Kyagulanyi whether the party had not sold him the nomination to stand as flag bearer and whether he had not borrowed the money which has never been paid back to run campaigns within Greater Mukono.

He also demanded to know what fellow party leaders had ever done for him in return apart from opposing his decisions.

The arguments forced Kyagulanyi to call the meeting off without a solution to the apparent problems faced by the district.

Residents predict that if the situation continues in this direction, the district is likely to continue losing various development projects.

Already, the residents are feeling the pinch due to the failure to recruit workers, and promote and arbitrate matters requiring disciplinary actions.    

Political analysis, some party members and the concerned residents believe the ongoing wrangling among the legislators and other district leaders is a betrayal of their voters.

They say that their weaknesses silenced the voice of people’s interest for personal gains.

Additionally, undisclosed debts in addition to greed for money at the headquarters have made it difficult for the top leaders to guide their lower-level officials effectively.
