The National Information Technology Authority-Uganda (NITA-U) has confirmed Julian Rweju Mani as the substantive Director of e-Government Services, elevating a seasoned ICT expert who has spent more than a decade shaping the agency’s digital transformation agenda.

Her appointment takes immediate effect and comes at a time when government institutions are increasingly relying on technology to improve efficiency, transparency and public service delivery.

Ms Rweju brings nearly two decades of experience in Information and Communication Technology management, having worked across both the public and telecommunications sectors. She has served at NITA-U for over 13 years, steadily rising through the institution’s leadership ranks.

She first joined the authority as a Business Analyst before advancing to Senior Business Analyst and later Manager for Business Transformation. Prior to her confirmation, she had been serving as Acting Director of e-Government Services.

In an internal announcement, NITA-U described her as a results-driven professional who has played a significant role in advancing digital systems within government agencies and institutions.

The authority said her leadership has contributed to several initiatives aimed at modernising public services through technology and improving coordination across government ICT systems.

Ms Rweju holds a Master of Science in ICT as well as a Master of Business Administration (MBA). She is also certified in Project Management and Change Management, qualifications expected to support the implementation of complex digital government programmes.

NITA-U praised her leadership and teamwork skills, saying she has consistently demonstrated the ability to guide and implement strategic e-Government initiatives.

Established under the NITA-U Act of 2009, the authority operates under the Ministry of ICT and National Guidance and is responsible for coordinating and regulating information technology services in Uganda.

Over the years, the agency has spearheaded major national ICT projects, including government data integration, cybersecurity coordination, digital public service platforms and expansion of ICT infrastructure.

Observers say Ms Rweju’s appointment signals continuity in the government’s push toward technology-driven governance and improved digital service delivery.
