Erastus Kibirango, the LC V Chairperson of Luwero District, was on Wednesday seen walking to work and using boda bodas after police impounded his official government vehicle over alleged misuse during a political rally.
The incident follows a Tuesday operation by officers from the Uganda Police Force Savannah Regional Command, who raided Kibirango’s home in Wobulenzi Town and seized the vehicle, registration number LG 00066–068.
According to police, Kibirango and his driver, John Matovu, were summoned and grilled for nearly three hours over claims that they used the official car during a campaign rally for Robert Kyagulanyi Ssentamu, the presidential candidate of National Unity Platform, at Kalungi Playground in Nakasongola District last Friday.
He appeared before the Savannah Regional CID Boss, Detective Senior Superintendent of Police Frederick Wetaya, to respond to allegations of misuse of a government vehicle, contrary to provisions of the Presidential Elections Act.
Police accuse Kibirango of transporting supporters to the rally and disrupting traffic officers who were clearing the Gayaza–Zirobwe–Kamira–Kalungi road during Kyagulanyi’s procession.
The District Chairman was instructed to present the vehicle and the driver for interrogation. Instead, he arrived at the police station on a boda boda.
Detectives later accompanied him to his residence, where the vehicle was retrieved and taken to the Savannah Regional Police Headquarters for further investigations.
Kibirango was released unconditionally but was informed that he may be recalled to provide additional information as investigations proceed.
Speaking to journalists before reporting to police, Kibirango defended his actions, insisting that he used the vehicle to support security operations during the rally.
“Police should be thanking me because I led the Kyagulanyi procession to ensure that supporters didn’t block the road. There was no accident registered. I don’t understand why they have impounded my car,” he told reporters.
He also criticized the Savannah Regional Police Commander, Michael Kasigire, accusing him of selective enforcement of the law.
“During Yoweri Kaguta Museveni’s rally in Luwero, several politicians and UPDF officers used government vehicles for campaigns. I have not seen my friend Kasigire summon anyone. He shouldn’t provoke the peaceful people of Luwero,” Kibirango warned.
Meanwhile, the incident has drawn mixed reactions in the district.
“The police wanted to cripple the work of the Chairman, but he is strong. Even if it means walking to work, he will do so,” said Isaac Wampamba, District Councillor for Butuntumula Subcounty.
Savannah Regional Police Spokesperson Sam Twiineamazima confirmed the ongoing investigation.
“The Territorial Police in Savannah Region is actively investigating a case involving the misuse of a government vehicle assigned to the Luwero District Chairman. Photographic evidence has been collected, witness statements recorded, and the vehicle has been impounded and is currently held at the Luwero Central Police Station yard. Further investigations are ongoing,” Twiineamazima said in a statement.
Separately, Luwero Chief Administrative Officer Innocent Asaba issued a warning letter to the driver, giving him two days to explain his role in the alleged misuse of the vehicle.
Matovu reportedly filed his defense on Tuesday before appearing before detectives.
“Think about your job and family before you misuse that car,” one detective reportedly cautioned him.
