
Mukono Town Clerk Godfrey Kisekka has disagreed with the Central Division Chairperson, Robert Peter Kabanda on the decision to suspend the contract of ‘The Bins limited’ for garbage collection.
On January 18, 2023, Kabanda wrote to the town clerk informing him about a resolution by the division to suspend the contract awarded to ‘The Bins limited’, by the municipality to manage waste within the Central Division starting February 1, 2023, citing a breach of the agreement.
In his letter, Kabanda accused the contractor of charging exorbitant fees, failing to manage garbage on the streets, working with the local garbage collectors, and declining to collect garbage from residents with ready cash.
Kabanda claims that the community accuses the division leadership of poor hygiene yet they did not participate in the selection of the contractor or agree on standards of waste management.
However, Kisekka has declined to endorse the division resolution. He has instead issued a notice to the contractor for breaching the agreement and asked him to address the concerns and write a progress report before March 24.
“Despite all the concerted efforts, your services have fallen short of our expectations and are a breach of your contract in the following ways: failure to submit a comprehensive performance report, deploying only one truck contrary to the agreed five, lack of proper waste collection schedule for effective monitoring and follow up of your performance,” the notice indicates in parts.

On January 1, last year, the municipality contracted De Waste to manage garbage in Goma Division and Bins Kampala Limited in the Central Division as well as Namakya enterprises limited to manage its landfill at Katikoro.
Richard Lugoloobi, the Kiwanga LC I Chairperson advises the technical and political wings to return to the drawing board and agree on a single approach to the problem.
He also notes that the contractors need to sensitize people about waste management before forcing them to pay.
This website has established that the municipality has failed to come up with a clear and fixed charging policy for residents generating garbage.
Wilber Daniels Mulondo, a resident from Buguju says before the new contractors, local collectors together with the municipality could remove garbage dumped along the roads but Bins requires them to pay between Shillings 18, 000 to 40, 000 on a monthly basis to collect garbage from their homes.
Our efforts to speak to the Executive Director of Bins Kampala limited, Paul Nduhura about the concerns raised were unsuccessful.
